Institutional Funding Officer/Coordinator Vietnam

Term: one year contract with strong possibility of extension

Purpose of the job:
This is a combination of 2 part time jobs both with different tasks and responsibilities:
1. To establish, implement and maintain the Oxfam country funding program strategy and country funding plan, including resourcing for development, humanitarian and policy/advocacy work in order to increase Oxfam income from institutional donors.  This includes spotting funding opportunities, targeted donor relationship building and engaging in joint fundraising initiatives across Oxfam affiliates in Vietnam.
2. To support directly the fundraising plans and efforts of Oxfam Novib through joint and individual funding initiatives.

The role will report to the Oxfam Country Director
Main tasks and responsibilities:
- On behalf of all of Oxfam in Vietnam (50% of role)
- Update donor mapping and, together with other relevant Oxfam staff, further develop a country funding strategy in line with the identified Oxfam wide country strategy for Vietnam;
- Contribute to the development of country income and budget planning processes according to agreed Oxfam processes by assisting the country teams and SCG groups in planning, development and submission of competitive, high quality concept papers, donor proposals, and budgets.
- Manage funding processes according to Oxfam fundraising standards, including quality control of funding processes and communications; recommend changes to Country Leadership Team on processes and brand risk management.
- Provide support, advice and training to Oxfam staff in their area of responsibilities and to ensure sufficient capacity and skills of partners in country to manage funding portfolios in line with Oxfam and donor standards.
- Ensure, in close collaboration with the information officer, effective co-ordination between affiliates in country in relation to institutional funding and information flows with Global Program Funding teams, Affiliate HQs, Managing Affiliate and Implementing Affiliates.
- Co-ordinate and manage processes for Oxfam to respond to key funding opportunities in country.
- Engage in peer networks of other country fundraising staff within region, between regions and globally as appropriate.
- Ensure sign-off of donor proposals according to agreed Vietnam Oxfam processes.

On behalf of Oxfam Novib (50% of role)
- Identify opportunities for fundraising with institutional donors and private foundations.  Maintain contacts with embassies and other donor institutions and make continuous investments to expand the network;
- Monitor the performance of the Oxfam Novib Vietnam field office on external funding in consultation with the Oxfam Novib External Funding Unit and the Mekong Regional Funding Coordinator, both in The Hague.
- Inform and advise the Oxfam Novib country team on new funding opportunities (donors, budget lines, Calls for Proposals), on the basis of information obtained from the network of donors and other relevant contacts and advise on how to follow-up on these opportunities;
- Analyse Oxfam Novib concept notes and proposals on consistency, completeness, presentation, relevance to the donor and on the correct compliance with the donor’s demands. In coordination with the - Oxfam Novib country team, draft and edit high quality project/programme proposals and timely reports that are compliant to the donor’s demands;
- To advise and provide guidance, including (on-the-job) training to the Oxfam Novib Vietnam team on the process of developing high quality project proposals and report writing.

Required skills and experience:
- University degree in international relations, development studies or related field and proven experience at this level;
- At least 5 years of work experience in the field of development cooperation preferably with an NGO or donor organisation;
- Experience with identifying fundraising opportunities preferably for NGO’s and a good track-record of successfully acquired funding and donor-compliant implementation of programs;
- Experience with preparing project proposals for institutional donor agencies, including the European Commission, ECHO and private foundations as well as experience with other main donors’ rules and regulations;
- Extensive knowledge of Vietnam;
- Experience and knowledge of project cycle management, including monitoring, technical and financial reporting;
- Good communication and coaching skills;
- Good knowledge of the INGO sector; a natural networker with substantial experience of building relationships with (potential) donors; bringing a network of donor agencies is an asset;
- Having a relevant thematic specialization is an asset;
- Willingness to travel regularly;
- English proficiency orally and in writing.

Remuneration and benefits
We offer a competitive, fair pay and benefits package that is justifiable to our donors. 50% of this post will be on the Oxfam Novib Vietnam C2 salary range and the other 50% will be on the Oxfam Novib Vietnam D1 salary range.
The package will thus be in the range VND326,137,037 – 446,130,853 per annum, inclusive of 13th month There are also a wide range of other staff benefits, including health insurance.
