The Institutional Strengthening Specialist

Chemonics International seeks applications for a long term, full time The Institutional Strengthening Specialist for the USAID-funded Strengthening Provincial Capacity (SPC) program. SPC is a four-year program aimed at improving the efficacy and sustainability of economic reform-oriented provincial capacity building services. We are looking for individuals who have a passion for making a difference in the lives of people around the world. The position will be based in Hanoi.

General Summary or Background

The Institutional Strengthening Specialist (ISS) oversees all aspects of the project’s institutional capacity development activities. S/he will be responsible for strengthening capacities and building the sustainability of local institutions’ provincial capacity building extension services so that they can provide high quality, relevant interventions so that provincial officials can implement and measure economic governance reforms more effectively.

Principal Duties and Responsibilities

  • The ISS will facilitate the design and implementation of HICD activities and will work closely with Vietnamese institutions to strengthen their ability to deliver quality short-term training opportunities to local officials.
  • The ISS will work closely with the chief of party and governance reform professional to make effective recommendations for the effective use of program resources to ensure the achievement of results.
  • The ISS will supervise the Program Assistant and will assist in regular assessment of activity performance, including holding meetings with key programmatic partners, stakeholders and beneficiaries in the field.

Job Qualifications

  • University Degree in Social Sciences, Public Policy and Administration or other related fields. Post graduate degree is preferred.
  • At least five years of professional experience at the managerial and/or advisory level in the area of training and/or public engagement.
  • Familiarity with adult learning approaches.
  • Management experience on a USAID-funded project preferred.
  • Strong project management skills and experience with capacity development projects is highly desirable.
  • Strong training and process facilitation, advocacy and coordination skills.
  • Strong institutional and organizational development skills.
  • Experience meeting, consulting and corresponding with government officials, including regulatory reform and institutional strengthening.
  • Excellent speaking, writing and consulting skills and excellent command of written and spoken English and Vietnamese.
