Title: Part-time Program Director

Introduction
The Intergenerational Deaf Education Outreach (IDEO) Project is implemented by World Concern Development Organization in cooperation with the Ministry of Education and Training (MOET) through four years (July 2011 – June 2015) in the provinces of Hanoi, Thai Nguyen, Hue and Ho Chi Minh City. The overall objective of the project is to assist young deaf children to integrate into mainstream society, by piloting an innovative joint family and institution-based delivery system comprising screening, family support, and preschool services. The project is funded by Japanese Social Development Fund (JSDF Grant No. TF099058), a trust fund managed by the World Bank (WB). The total grant is USD 2,798,270.

Job Summary:
The Program Director is responsible for oversight of program execution and management to provide successful implementation and achievement of project targets and ensure the effective partnership and collaboration with all stakeholders.

Main responsibilities:
- Take overall responsibility for the implementation and management of the IDEO project;
- Oversee, evaluate and analyze project progress and achievement against objectives and target indicators to ensure corrective actions are taken;
- Oversee project accounts and finance to ensure good financial stewardship of resources in accordance with government and donor’s requirement;
- Lead the relationship building and collaboration with partners and key stakeholders at higher level including donors, government and national partners.
- Provide timely guidance to the project manager and technical working teams in planning and implementation steps to ensure effectiveness and efficiency.
- Provide management support to M&E process including baseline survey, annual review, mid-term and final evaluation, and on-going monitoring and supervision.
- Ensure all kinds of required reports to be prepared and submitted according to the agreement with the donors and/ or government partners.
- ?Ensure that project research and experiences are well documented and communicated.
- ?Represent the project to government, partners, donors, visitors as needed.
- ?Disseminate lessons learned and advocate for more responsive and adaptive approaches in preschool education for deaf children and ensure the involvement and ownership of the Deaf people in this project;

General accountability
- ?Comply with World Concern’s Child Protection Policy to ensure maximum protection for children.
- ?Comply with policies/ regulations of World Concern, government and donors as needed.

Qualifications and experiences:
- Master degree in development management, education, social sciences or a related discipline;
- 8 years of relevant working experience that includes demonstrated program management capacity; Intensive knowledge and understanding of development work;
- Strong leadership skills; Ability to take on responsibility at the highest level; Ability to work effectively within a team or independently, to supervise, organize and delegate; ability to work under pressure and deadlines.
- Experience in working with donors and government partners at different levels
- Substantial experience in working/partnering with groups of vulnerable people that includes deaf people, network and education;
- Fluent written and verbal English
- Committed to work with, serve and learn from disadvantaged people;
- High degree of interpersonal skills;
- Motivated and hard working, ability to work under pressure and meet deadlines.

Duration:
This appointment is for 48 months on part-time basis, approximately 12.5 hours/week.
The contract starts with 12 months, with possibility for extension.
