Intern - Flood Proofing Project

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. As a federally owned enterprise, we support the German Government in achieving its objectives in the field of international cooperation for sustainable development. In Viet Nam, we have been working with our partners since 1993. We contribute to the improvement of living conditions for Vietnamese people via approximately 20 programmes and projects covering the following three priority areas of cooperation: 1) Vocational Training; 2) Environment; and 3) Energy.

Coastal cities are increasingly threatened by climate change through extreme weather events and rising sea-levels. Vietnam, referring to the global climate risk index, is one of the countries most seriously affected by climate change.

The programme “Flood protection and drainage of medium-sized coastal cities in Vietnam to adapt to climate change” (FPP) aims at the improvement of capacities of public institutions and the urban population to better cope with the increasing frequency and intensity of urban flooding. The programme follows a multi-level approach (national level, province, and city) for capacity development. On national level, the programme will advise the Ministry of Construction, the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and the Environment to improve the framework for the urban flooding sector policy. There will be a close coordination with the National Steering Committee on Climate Change. On provincial and city level, local authorities such as the Provincial People's Committee (PPC), the Provincial Steering Committee on Climate Change (PSCCC), and the Provincial Steering Committee on Flood Control (PSCFC) will be supported to develop action plans to adapt to climate change as well as emergency preparedness plans. On micro level, awareness on climate change and urban flooding will be raised and the local population will be supported to develop and implement small-scale community and household measures to prepare for flooding.

German Red Cross (GRC) is part of the world wide Red Cross and Red Crescent Movement. As a humanitarian organization, GRC assists victims of conflict and disaster as well as people affected by social or health related crisis. The Red Cross Movement provides assistance to vulnerable people without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. In Vietnam GRC is supporting its local partner, the Vietnam Red Cross (VNRC), to implement projects in the field of Disaster Relief & Rehabilitation, Disaster Risk Reduction & Climate Change Adaptation, Water & Sanitation and Capacity Building.

GIZ and GRC is currently looking for an “Intern” who will support the cooperation in the “Flood Proofing and Drainage for Medium Sized Cities in the Coastal Plains of Vietnam” project managed by the German International Cooperation Agency or Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in partnership with the Vietnam Ministry of Construction. The project is aimed at minimizing the impact of climate change in Vietnam’s coastal cities to adapt to more frequent and serious urban flooding.

Assignment
Technical assistance for the Disaster Risk Management sub-component  of the Flood Proofing Project (in direct collaboration with GRC and VNRC)

Contract type and duration
Full-time position for the period of 6 months.

Location
The position will be based in Quy Nhon or Tuy Hoa, with frequent travels.

Required language proficiency
English is mandatory.

Nationality
The position is opened for all nationalities.

Roles and Responsibilities

  • Assist in the production of information, education and communication material
  • Provide administrative and logistics support in planning, implementation, coordination, monitoring and evaluation of the of the project
  • Organize project events
  • Assist in establishing effective communication between partners and ensure good archiving of information
  • Participate in regular monitoring visits
  • Support the Project Team in ensuring allocation of appropriate and sufficient resources for effective implementation of project activities
  • Provide translation and interpretation for project team (if bilingual)

Experience

  • Good understanding of disaster risk management and climate change adaptation
  • Interest in participatory approaches as well as working with government and non-government officials as well as communities
  • Strong communication skills to interact with different level and multi-sector stakeholders
  • Experienced in producing information, education and communication (IEC) materials
  • Practical understanding of monitoring and evaluation or research methods
  • Excellent writing skills in English and Vietnamese for various types of audience
  • Excellent organizational skills

Qualification

  • University Master degree in a relevant technical discipline (integrated water resource management, disaster risk management, flood risk management, environmental science or engineering)
  • University bachelor degree with at least 2 years working experience.
  • Ability to write and speak in English fluently
