SNV Netherlands Development Organisation is looking for: International and National Consultants for an upcoming ADB consultancy assignment: Harnessing Climate Change Mitigation Initiatives to Benefit Women

Location of assignment is Hanoi, Vietnam; Phnom Penh, Cambodia; and Vientiane, Lao PDR.

Appointment to these positions is subject to SNV being selected as the implementing organisation by ADB.

Estimate start date is March 2014.

Introduction

SNV Netherlands Development Organisation is currently seeking qualified international and national consultants (Cambodia, Lao PDR, and Vietnam) for an upcoming Asian Development Bank (ADB) consultancy assignment titled “Harnessing Climate Change Mitigation Initiatives to Benefit Women”. The objective of the ADB consultancy assignment is to ensure the efficient implementation of a regional capacity development technical assistance (TA) project through the provision of technical expertise in climate change, gender and development and regional coordination.

The purpose of the assignment is to influence the supply and demand of gender-equitable climate change responses. Increasing supply driven responses involves building the skill levels of government agencies responsible for subnational climate change responses such that climate change strategies, actions plans and screening mechanisms are gender-inclusive. The promotion of supply and demand-driven responses from women’s agencies (which are mandated to support gender mainstreaming) involves equipping them with the skills needed to engage in and promote gender-equitable benefit-capture from climate change responses.

Beneficiary demand-driven responses include support that (i) develops the skills of beneficiaries to effectively advocate to influence policy, (ii) improves their knowledge, and (iii) helps them acquire the skills needed to access resources from climate change finance mechanisms. The TA will have three main outputs.

1.Gender concerns mainstreamed in national or provincial climate change strategies, action plans and mitigation plans.
2.Effective mechanism supporting stakeholder engagement process and gender-equitable benefit distribution identified for replication.
3.Three pilot projects successfully implemented by women’s groups to develop local tools and mechanisms in order to access climate financing.

The impact of the regional capacity development TA will be improved access to low carbon technology and improved livelihoods of women in urban and peri-urban areas in Cambodia, Lao PDR, and Vietnam pilot sites through carbon revenue financing. The expected outcome of the TA will be an improved enabling environment for gender sensitive climate change mitigation policies and finance in before mentioned targeted countries.

Outline Terms of Reference for Consultants

1.Project Advisor

1 National Expert – Cambodian National (9 person-months, intermittent)
One Project Advisor will be recruited to support the project coordination office in Cambodia. The Project Advisor will manage all stakeholders, including implementing agencies (IAs) and entities responsible for pilot project implementation at the country level, and will report directly to the Team Leader. He or she will be responsible for overall coordination of the technical assistance at the country level, including stakeholder policy dialogue, capacity building, knowledge dissemination, and coordination or liaising with the pilot investment project. The Advisor will have a minimum of 8 years of project management and government relations experience and will have experience with low carbon technologies for energy, water, or sanitation, as well as climate change and carbon financing in his/her respective country.

2. Institutional Development Specialist

1 International Expert (4 person-months, intermittent)

The Institutional Development Specialist will have an extensive track record in the areas of process/change management and gender. Experience with the preparation and monitoring of performance-based contract management modalities is highly desirable. For the first year of the project, the Institutional Development Specialist will be assigned to review the Capacity Development Implementation plan in close consultation with all stakeholders. In years 2 and 3, he/she will be expected to monitor the progress annually.

3. Social Development/Gender Specialists

1 International expert (6 person-months, intermittent)
1 National Expert – Cambodian National (3 person-months, intermittent)
1 National Expert – Vietnam National (3 person-months, intermittent)
1 National Expert – Lao PDR National (3 person-months, intermittent)

He or she will have primary responsibility for coordination and overall quality control of gender inputs in capacity development and knowledge products; women’s group selection criteria; and pilot design.

4. Carbon Finance Specialists

1 International expert (3 person-months, intermittent)
1 National Expert – Cambodian National (4 person-months, intermittent)

The Carbon Finance specialist will have experience developing community-driven climate change mitigation projects, with a track record of successfully accessing carbon finance from the voluntary market or through the Clean Development Mechanism (CDM).

5. Monitoring and Evaluation Specialist

1 International expert (3 person-months, intermittent)

The international expert will have extensive experience in formulating M&E frameworks for projects, relating to community development, as well as capacity building and influencing policy. He or she will oversee the design and implementation of an M&E plan covering all aspects of the project.

6. Financial & Administrative Specialist

1 National Expert – Vietnam National (8 person-months, intermittent)

The specialist will be responsible for tracking of the project budget, reviewing estimates for activities and equipment purchase and submitting claims and financial reports to ADB. The consultant will maintain and reconcile project accounts for both the regional and national project activities. S/he will be responsible for preparing quarterly expense reports for the project and submitting to ADB. S/he will have a recognized accountancy qualification or a bachelor’s degree in accounting or related field, and 10 years of experience in working on international development projects. Excellent communication skills in English required.
