International and National Consultants to Carry out Project Strategic Reviews

The Swiss Cooperation Office for Vietnam (SCO) is the representative of the Swiss Agency for Development and Cooperation (SDC) and the Swiss State Secretariat for Economic Affairs (SECO). It is responsible for the coordination of the Swiss Development Cooperation of the Swiss Government in Vietnam.

We are seeking a highly qualified team consisting of one international consultant (team leader) and one national consultant to carry out Strategic Reviews of the projects under the Market Access for the Rural Poor - through Value Chain Promotion (MARP) programme funded by SDC. The mission is foreseen to take place during the last quarter 2014.

Individual submission is possible, however team proposals are an advantage.

The criteria for selection include: proven experience on development programme evaluation; Considerable and proven experience in both implementing and evaluating value chains and in the implementation of making market works for the poor approach and methodology; knowledge of a number of commodity value chains; experienced on project management and implementation; knowledge of constraints to processing and enterprises at a local level; extensive working experience in Vietnam; experience of markets in the region would be an asset; very good communication skills; capable to work in a multi-cultural environment, especially with ethnic minority groups; fluent English (writing, speaking).
