International Consultant to Conduct the Project Final Evaluation Assignment

The United Nations Development Programme in Viet Nam (UNDP Viet Nam) seeks one (01) highly qualified and experienced international consultant to conduct the project final evaluation assignment. Further information about the project can be obtained by visiting http://www.ecsme.com.vn

Project "Vietnam: Promoting Energy Conservation in Small and Medium Scale Enterprise" (PECSME project) is a joint effort of UNDP/GEF and the Government of Viet Nam, aiming at encouraging application of the energy efficient practices among SMEs in Vietnam, and through that contributing to the reduction of greenhouse gases (GHG) emission among the sector. The project implementation commenced in October 2005 and was supposed to complete in October 2010. The project is however extended until June 2011 at the approval of UNDP and the Government.

The final evaluation (FE) of the project is required by the GEF/UNDP. The FE aims at determining the relevance, impact, effectiveness, efficiency and sustainability of the interventions and contributions of the involved partners and providing recommendations and lessons into the decision-making processes.

The selection will be based on a competitive basis and will comply with UNDP procurement regulations.
