Title: International Consultant in Health Economics and Financing (Costing analysis, monitoring hospital financing and capitalizing experience on Provincial Health Accounts)

The Luxembourg Agency for Development Cooperation (Lux-Development), on behalf of Project VIE/027 receiving financial support from the Governments of Viet Nam and the Grand Duchy of Luxembourg, launches a call for engagement of a qualified international health financing consultant for the acquisition of services including:

1.    Monitoring district hospital financing,
2.    Developing appropriate activities on costing,
3.    Capitalizing experiences developed on Provincial Health Accounts (PHA).

Responsibilities:
1.    Monitoring district hospital financing (to review the literature on districts financing mechanisms in Vietnam and neighbouring countries).
-    Analyse of the budget of 5 district hospitals: Selected a sample (with and without capitation payment method, poor and rich), previous year budget, data will be collected at District Hospital (DH) but also at VSS, establish a table with monthly revenues and expenses by types and by origin, analyse indicators on capacity (bed and staff) and activity (utilisation rate), studies on referral (number, cases, costing).
-    Similar analyses 6 months later: Interview the staff for analyse of this evolution, recommendations to improve financing mechanisms.
-    Workshop with district hospitals staff: Presentation of the results, proposition of methodologies for duplication and further studies, analyse of main determinants of performance, proposition to improve managerial tools, recommendations concerning other sources of financing (performance based mechanisms).

2.    Developing appropriate activities on costing (to review of the bibliography on costing in Vietnam and neighbouring countries, a short methodology will be developed including bottom up system (based on costing of protocols and actual practice) and “step down approach” (division of the budget of a facility according to its activity).
-    Costing of the basic Package at PHC level:
-    Costing of chronic disease
-    Costing of expensive treatments
-    Holding a workshop (20 persons)

Education, Experience and Skill required:

1.    Degree in public health, Master’s or higher preferred, preferably focus on health financing and/or health economic with expertise in capacity development, health financing, social security, health services delivery to the poor; background in business management, health administration (finance), finance/accounting (or equivalent) is an advantage;
2.    Minimum 10 years progressive experience in health financing and or economics including managerial responsibilities in the private or public sector; demonstrated Result Based Financing (RBF) system development and implementation experience, and working in developing countries in a similar position, Vietnam or South East Asia experience is a plus;
3.    Working knowledge of the practices of the MOH, VSS or related agencies is an advantage;
Employment period: The start of the contract is foreseen for the period of Q4/2013 and of Q1/2014 and for a duration of 90 calendar days and during Q2 and Q3/2014 for a duration of 90 calendar days. Interested services providers must be available for the entire period foreseen and willing to intervene in Hanoi, Cao Bang and Bac Kan provinces and/or other places in Viet Nam when the service required.
