International Consultant for Political Economy Analysis (PEA)-Animal Health

1. Detailed Description of Tasks to be Performed:

The Fleming Fund Country Grant (FFCG) is the first grant from the government of the United Kingdom of Great Britain and Northern Ireland (UK) funding for Viet Nam to address critical gaps in surveillance of antibiotic-resistant bacteria in Vietnam. It has been created in response to a Request for Support from the Government of Vietnam to tackle one of the public health priorities in the Global Action Plan on AMR. This grant aligns with the national antimicrobial resistance (AMR) policy framework and with the investments made by other donors and stakeholders in this area. The FF is a One Health initiative to fight AMR in low- and middle-income countries. The goal of the FF is to avert the human and economic burden of AMR. Through the Fleming Fund (FF) country grant for Vietnam, FHI 360 and partners in Vietnam have been working hard to mitigate the threat of AMR with a focus on strengthening the national AMR surveillance system; to exchange AMR and AMU surveillance data between the HH and AH sectors following the “One Health” approach through strengthening AMR and AMU surveillance systems in each sector. This first Fleming Fund Country Grant for Vietnam focuses on strengthening the antimicrobial resistance (AMR) and antimicrobial use (AMU) surveillance systems in both the human and animal health sectors towards the One Health Approach to bring together multisectoral stakeholders to share surveillance data and gain better understanding of AMR and AMU, contributing to the government’s efforts of developing national multi-sectoral AMR/AMU stewardship strategies and plans.

Phase 2 of the country grant started May 1, 2024 through December 2025 focusing on achieving four intermediate outcomes: 1) Production of quality AMR/U/C and burden data; 2) Quality analyses of data; 3) Sharing quality data analysis with decision-makers; and 4) Promoting sustainable investment to counter AMR. FFCG phase 2 will start with three months of inception period, where the CG will work closely with the management agency (MA), regional grantees and the key stakeholders to finalize the country investment strategy framework and the associated workplan. The Political Economy Analysis (PEA) report is the key deliverables of the inception period with the aim to inform the strategy and tactics of implementation in two distinct areas – sustainability, and data use in practice and policy. FHI 360 seeks for a consultant expert on Political Economy Analysis for the Fleming Fund Country Grant for Vietnam - Tackling Antimicrobial Resistance in Vietnam (FF). The Consultant will be responsible for developing the technical approach, framework, and methodology (including the data collection tools, data collection scope, stakeholders’ analysis, and analysis plan) for conducting the PEA. Specifically, the consultant will work with project lead, project staff members and partners to facilitate the implementation of the above services, including reporting to project according to the scope of work in the table below.

2. Objectives:

Under this scope of work, the specific tasks for this position include but are not limited to the following objectives:

a.        Develop and consider real-life case studies that reflect the status of the issues at the moment:

• How HH and AH AMR surveillance laboratory tests are paid for at site level and the impact this has on laboratory utilization and AMR surveillance. 
• How AMR surveillance data is currently used at site level to influence practice and how it is currently used by the governmental management bodies to influence policy.

b.      Carry out a stakeholder analysis of individuals, organizations and groups.

c.       Identify formal and informal processes and rules in decision-making within the relevant sectors that have a bearing on the issues.

d.       Identify the incentives and disincentives for change with regard to the issues.

e.       Gather information on and analyze contextual and structural matters that have a bearing on the issues.

f.        Identify issues that may impact on sustainability such as the availability of funding for AMR surveillance, human resource capacity and resource constraints, understanding of the threat of AMR, procurement and supply chain issues and AMR governance.

g.       Identify issues that may impact on data use in policy and practice such as relevance and usefulness of existing data, demand-for-data issues, understanding of the utility/importance of data, availability of functional data systems.

h.        Propose realistic steps to sustainability and to use of data which can be supported by the Country Grantee (and potentially other grantees and the management agent). 

To support commence and completion of those tasks, the FFCG will provide existing information relating to the mentioned areas gained from Phase I operations and assign the relevant technical staff to work with the consultant.

3. Scope of work and expected deliverables:

Location of work: Hanoi, Vietnam.

Travel

Travel may be required if necessary to gather information and to perform the mentioned tasks. FHI 360 will be in charge of logistics arrangement for the selected consultant following the FHI 360’s policies and cost norm.

Qualifications

• Master or PhD on Public Health, Medical Doctor, Epidemiology, Veterinary Medicine  or equivalent.
• Strong experience in Health Economics, Public Policy, One Health, Political Economy Analysis.
• Strong analytical and report writing skills.
• Good interpersonal skills.
• Previous experience working with international organizations or similar contexts is desirable.
