International consultant for technical briefing on “Detecting and reporting IWT risks in financial transactions” and a student seminar on “IWT and associated financial risks for banks”

Activity name: Engage financial sector to tackle illegal wildlife trade (IWT) through promoting the public-private partnerships (PPP) and information sharing
Service: Present a technical briefing on “Detecting and reporting IWT risks in financial transactions” and a student seminar on “IWT and associated financial risks for banks”

I. Background:  

In June 2023, WCS Viet Nam, the Banking Academy of Viet Nam (BAV) and Ho Chi Minh City University of Law co-organized two training courses on identifying the illicit financial flow from illegal wildlife trade (IWT) for representatives from the Financial Intelligence Unit (FIU) of the State Bank, Provincial level branches of the State Bank, commercial banks, non-bank financial service providers, and education and research institutions of law, finance and banking.

To build on these previous training courses WCS is collaborating with BAV to host a half-day briefing on “Detecting and reporting IWT risks in financial transactions” targeted at participants selected from those who attended the initial training courses. The objective of the briefing is to maintain the network of participants and share up to date information on IWT including red flags and how to recognize, detect and report financial transactions with IWT red flags.

WCS and BAV will also organize a half-day student seminar on “IWT and associated financial risks for banks” to raise the awareness of financial sector students on the critical role of the sector in preventing and combating IWT-related financial crime threats in Viet Nam.

To support these activities, WCS Viet Nam is seeking an international expert to deliver a presentation and share their experience on these topics as part of the events.

II. Objectives:

  • To provide participants with knowledge of IWT risks associated with financial transactions.
  • To enhance participants’ understanding of IWT red flags in financial transactions.
  • To share with participants the practice of reporting IWT-related suspicious activities.

Research, and collect relevant information and data to develop a presentation on the topic of “IWT red flags in financial transactions” and present at the two half-day technical meetings in Ha Noi (on September 27 & 28, 2023).”

The presentation will include but not limited to:

  • An overview of identifying IWT risks in financial transactions.
  • Detail of IWT red flags in the financial transactions.
  • Hands-on experience in investigating and reporting suspicious transactions with IWT red flags.
  • Some recommendations for Vietnamese financial institutions.
  • A presentation in PowerPoint format including good examples/best practices, Q&A, and group work to engage participants (as appropriate)
  • The presentation is delivered within 1.5 – 2 hours at the two technical events for the financial sector and students of BAV.

IV. Allotted time (# of days): To be determined based on the proposal of the consultant and WCS policy.

V. Requirements (selection criteria):

  • Master’s degree in banking and finance, commerce, economics, criminology or relevant fields.
  • A registered member of the Association of Certified Anti-Money Laundering Professionals (ACAMS) is required.
  • At least 10 years of experience in tackling financial crime (e.g., forensic accounting, financial crime intelligence and investigation, anti-money laundering) in a FIU, commercial bank, financial service provider, law enforcement agency, or international organization.
  • Extensive knowledge of, and demonstrated skills in providing mentorship and coaching on AML related to IWT.
  • An understanding of the current situation regarding money laundering crime and wildlife trafficking in Viet Nam would be an advantage.
