“SUPPORT TO THE INNOVATION AND DEVELOPMENT OF BUSINESS INCUBATORS POLICY PROJECT (BIPP)”

NOTICE OF RECRUITMENT OF INTERNATIONAL CONSULTANTS

The “Support to the Innovation and Development of Business Incubator Policy Project (BIPP)” has been designed to improve the policy framework for technology business incubation: an essential element of increasing the competitiveness of Vietnamese enterprises. The Project will support the Ministry of Science and Technology (MOST) to develop an appropriate enabling environment for the establishment and growth of technology business incubators and their science and technology (S&T) clients. The resultant changes in policy and legal framework will be field tested through two technology incubators (one in Hanoi and one in HCMC) and through a pilot capacity building fund (Innofund) which will support the management of other established incubators and their tenants throughout Vietnam. Best practice and lessons learnt will be captured through a comprehensive monitoring system and the results fed back into further policy development.

The General Objective of this Project aims to contribute to the social-economic development strategy of Vietnam and assist Vietnam to continue its economic growth to become an industrialized nation by the year 2020 through a strong force of S&T enterprises.

The Specific Objective of the Project is to support the MOST in developing an enabling environment for S&T small and medium enterprises (SME) based on an improved legal framework and a set of coherent mechanisms for starting and operating S&T incubators to enhance the S&T SME sector.

In order to manage and execute efficiently and effectively the project activities, achieving the required outputs, outcome and impact of the Project, the BIPP PMU is looking for international consultants with suitable experience and qualifications to provide it with support and expertise for following positions:

1. International Science and Technology Policy and Management Advisor

Work station: PMU office in Hanoi with travel throughout Vietnam
Duration of the assignment: 10 person-months (expendable) over a four year period
Starting date: 1st April, 2015

2. International Incubation Management Expert

Work station: PMU office in Hanoi with travel throughout Vietnam
Duration of the assignment: 10 person-months over a four year period
Starting date: 1st April, 2015

3. International Innofund Management Expert

Work station: PMU office in Hanoi with travel throughout Vietnam
Duration of the assignment: 10 person-months over a four year peiod
Starting date: 1st April, 2015

4. International Expert in Designing of the M&E Systems

Work station: PMU office in Hanoi with travel on request
Duration of assignment: 03 person-months
Starting date: 1st April, 2015

Scope of assignment:

The scope of assignment is stipulated in the Terms of Reference (TOR) attached for each of the positions.
