International Expert on Rural Infrastructure Engineering / Civil Engineering

The United Nations Programme (UNDP), in collaboration with the Asian Development Bank (ADB), is supporting the Ministry of Agriculture and Rural Development (MARD) in Vietnam in implementation of the project named “Promoting Climate Resilient Infrastructure in Northern Mountain Provinces of Vietnam”. Approved in September 2012, this 03-year project consists of 04 components aiming at increasing the resilience and reducing vulnerability of local, critical economic infrastructure in the northern mountains areas of Vietnam to the adverse impacts of climate change and to create a policy framework conducive to promoting resilient northern mountain zone development.

The Project recruits an international expert on rural infrastructure engineering / civil engineering to provide qualified expertise in (i) delivering methodology for analyzing and assessing adverse impacts of climate change on rural infrastructure and for assessing the vulnerability of rural infrastructure to climate change; (ii) recommend amendment and supplement of standard/ codes and guidelines to increase the resilience of rural infrastructure to climate change at Northern mountain provinces (with more focus on irrigation, river embankments and rural roads).

Requirement on degree of Expertise and Qualifications:

    * Appropriate university degree in civil engineering/ construction related to infrastructure;
    * At least 10 years working  experience in civil engineering/ construction of infrastructure projects;
    * Participated in at least 01 project with the role as technical consultant related to infrastructure;
    * Working experience for   development projects in Vietnam / developing countries of Southeast Asia;
    * Experience working related to climate change;
    * Participated in at least 10 projects funded by international organizations
    * Demonstrated skills in drafting reports;Proficiency in English skills
