International Health Financing Consultant (code: VIE/027 13 391)

The Luxembourg Agency for Development Cooperation (Lux-Development), on behalf of Project VIE/027 receiving financial support from the Governments of Viet Nam and the Grand Duchy of Luxembourg, launches a call for engagement of a qualified international health financing consultant for the acquisition of services for developing a performance based experiment and applying this pilot in Cao Bang and Bac Kan provinces.

Responsibilities:

The International Consultant for Health Financing will assist the project to:
1.    Follow the Results Based Financing model of the Central North Region Health Support Project (CNRHSP- a World Bank funded project implemented in Vietnam) for finalizing the manual on health financing payment pilot applied in Cao Bang and Bac Kan;
2.    Explain the manual by organizing two workshops with Vietnamese counterparts;
3.    Establish for each province two contract with District Health Centres (DHC) and eight contracts with Commune Health Centres (CHC);
4.    Prepare the forms (duplication of manual, finalization of questionnaires, report form on quantitative and qualitative data, invoices for payment and accounting book for CHC);
5.    Launch the process with official support, then fields visit during the first two months to control how it works;
6.    Ensure the proper collection of data and check calculation of payment;
7.    Ensure the respect of the timing for collecting data and payment;
8.    Organize the evaluation of each DHC with staff of  Project Management Unit;
9.    Identify an external evaluation (contract with a university);
10.    Write reports after the first and final mission with recommendations;
11.    Diffusion of results and advocacy for sustainability.

Education, Experience and Skill required:

1.    Degree in public health, Master’s or higher preferred, preferably focus on health financing and/or health economic with expertise in capacity development, health financing, social security, health services delivery to the poor; background in business management, health administration (finance), finance/accounting (or equivalent) is an advantage;
2.    Minimum 10 years progressive experience in health financing and or economics including managerial responsibilities in the private or public sector; demonstrated result based financing (RBF) system development and implementation experience, and working in developing countries in a similar position, Vietnam or South East Asia experience is a plus;
3.    Working knowledge of the practices of the Ministry of Health, Vietnam Social security or related agencies is an advantage;
4.    Familiarity with logical frameworks;
5.    Proficient computer skills and use of spread sheets;
6.    Proficiency in written and spoken English;
7.    Good interpersonal and communication skills.

Employment period: The start of the contract is foreseen for the period October to December 2013 and for duration of 90 calendar days and during Q2/2014 for duration of 30 calendar days. Interested services providers must be available for the entire period foreseen and willing to intervene in Hanoi, Cao Bang and Bac Kan provinces and/or other places in Viet Nam when the service required.
