International Project Implementation Advisors; International Value Chain Advisor

Lux-Development is the Executing Agency for the Luxembourg Ministry of Foreign Affairs. Within the framework of the implementation of its new Project VIE/035 “Technical Assistance to IFAD Tam Nong Support Project (TNSP) in Tuyen Quang Province, Lux-Development is currently seeking for two International positions located in Tuyen Quang Province: one international Project Implementation Advisor and one International Value Chain Advisor.

Project background: The TNSP is being implemented across three of Vietnam’s provinces including Tuyen Quang (TQ) and executed on behalf of the Government of Vietnam (GoV). TNSP is a rural development programme that supports the operationalization of the prevailing Government policy on Rural Development Tam Nong, which seeks to empower a decentralised decision process that undertakes local development, builds social capital and increasingly integrates local social capital with markets and value chains as a means of increasing wellbeing. VIE/035 resources seek to build stronger governance systems through institutional and organisational capacity building and to strengthen the value chain linkages and knowledge beyond the farm gate.

INTERNATIONAL PROJECT IMPLIMENTATION ADVISOR (IPIA)

Duration: 12 months full time, starting date: March 2014

Key responsibilities:

• Representative of Lux-Development in the PCU.
• Resource Manager for the Project Administration.
• Sector Specialist: special focus on Public-Private Partnerships, Commune Interest Groups and Governance.

Prerequisites and Technical skills:

• Minimum a master degree in Degree in Agriculture, Agricultural Marketing, Agricultural Economics or Financing or related field.
• A minimum of 10 years experience in Project Management in the agriculture and agricultural marketing sectors especially from South East Asia.
• Experience in work planning, project administration, financial management and procurement.

INTERNATIONAL VALUE CHAIN ADVISOR (IVCA)

Duration: 12 months (preferably on intermittent missions), starting date: March 2014

Key responsibilities:

• Advise and strengthen the value chain capability of the institutions, organisation and value chain actors within the TNSP.

Prerequisites and Technical skills:

• Minimum a master degree in Degree in Agriculture, Agricultural Marketing, Agricultural Economics or Financing or related field.
• A minimum of 10 years experience in Project Management in the agriculture and agricultural marketing sectors especially from South East Asia.
• Experience in value chain development, analysis and operational efficiency.
