TERMS OF REFERENCE

INTERPRETER FOR IMPLEMENTATION OF CERTAIN ACTIVITIES

I. INTRODUCTION

The project of the German Cooperative and Raiffeisen Confederation (DGRV) in Vietnam operates with the goal of contributing to promoting sustainable and effective social structure development and poverty reduction. This is a project funded by BMZ (German Federal Ministry for Economic Cooperation and Development) implemented in Vietnam in recent years.

To achieve the overall goal, DGRV supports the development and consolidation of cooperatives to operate effectively and stably through impacting five main aspects: Comprehensive market access; Protection of business assets and deposits; Improving the quality of products and services to meet market needs; Increasing member income; Risk management. DGRV has implemented effective consulting support at many levels from macro to micro.

II. JOB DESCRIPTION

For our activities with foreign experts and participants, we are looking for a Translator/Interpreter with qualifications and practical experience, with the following detailed information and requirements:

1. Participants of activities:

Participants include:

• Representatives of DGRV in Vietnam 
• Representatives of our partners, including the State Bank of Vietnam (SBV), Ministry of Planning and Investment (MPI), Vietnamese Cooperative Alliance (VCA…)
• Foreign experts upon request of each activity

2. Content:

According to the specifics and requirements of the regional project, interpretation is needed in the working sessions between DGRV, experts, consultants and relevant agencies of our partners participating in the project implementation process. Therefore, the project requires interpretation for meetings and translation of documents from English to Vietnamese and Vietnamese to English throughout the project implementation period. The content, time, and duration of interpretation and translation work depend on the specific needs of the project at each time and will be mobilized according to project requirements.

3. Time:

Project duration: 08.2024 - 12.2026

Specific working time will depend on the specific requirements of the project at each time. The project will mobilize interpreters according to project requirements and pay remuneration based on the volume of work performed, based on the unit price agreed in the contract, but not higher than the norm according to government regulations.

4. Scope of Work

* Directly working:

• The time and location for translation/interpretation work will be notified to the Translator/Interpreter by DGRV;
• Besides Hanoi, the Translator/Interpreter may be required to perform their duties in other provinces of Vietnam as coordinated by DGRV

* Online working:

Interpreter for online seminar as coordinated by DGRV

III. IMPLEMENTATION BUDGET

DGRV pays for implementation costs:

• For individual interpreters, DGRV shall withhold 10% from total payment of interpretation package in accordance with the Vietnamese law on Personal Income Tax.
• Interpretation company is responsible for paying all taxes in accordance with Vietnamese law by their own.

IV. CANDIDATE SELECTION CRITERIA

1. Professional skills:

• Holding a bachelor's degree (or equivalent) in English or having graduated from university or higher abroad using English in study, or having worked as an interpreter, translator for at least 3 years.
• Adequate vocabulary and knowledge in the fields of: Finance and Banking; Accounting and Audit, cooperative business.
• Ability to listen, analyze, synthesize to translate and convey information quickly, accurately and fully.
• Sharp reflexes, withstand high work pressure to keep up with the speed of the speaker during cabin translation (if any).

2. Experience:

Having worked as an interpreter, translator in the fields of finance, banking, accounting, auditing, cooperative business; priority given to those who have/are participating in related projects.
