As a federal enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. We work in a variety of fields and support our cooperation partners in designing strategies and meeting their policy goals. GIZ has been working in Viet Nam for more than 20 years. GIZ Energy Support Programme

The GIZ Energy Support Programme seeks to support the Government of Viet Nam and its Ministry of Industry and Trade (MoIT) through various projects (on wind, biomass, energy efficiency). On renewable energy, the government has ambitious objectives. With its long coastline and rich natural resources, Viet Nam’s climate and topography offers a good potential for renewable energy development. At the current stage however, only a few projects have been realized. The government aims to increase the share of RE in power generation to 4.5% and 6.0% by 2020 and 2030, respectively (Power Development Plan 2011).

To achieve these objectives, GIZ supports the government of Viet Nam in the areas of:

  • legal and regulatory framework, such as the development of a policy support mechanism for wind power, or conducting grid integration analysis,
  • capacity development and training for the public (e.g. ministries, utilities, regulator, educational and training institutions) and private sector (e.g. project developers, investors, banks),
  • the elaboration of concepts for technology cooperation among corporations, training institutions and research & development institutions.

Tasks

We offer:

  • the possibility to be integral part of the implementation of a technical cooperation project,
  • to get insights into the application of instruments of international/technical cooperation,
  • to gain insights into a complex political environment, as well as sector-specific policy matters,
  • to gain experience in a complex working environment with the possibility to work independently and assume responsibility, and
  • to contribute to project management and steering processes.

The tasks entail:

  • Research activities in support of the development of the (wind) energy sector in Vietnam
  • Assist the project staff in quality assurance in technical activities
  • Assist the project staff with policy advisory activities with the Ministry of Industry and Trade, e.g. the implementation of the new Feed-in Tariff Mechanism
  • Assist the project staff with training and capacity development activities, e.g. the elaboration of wind power investment guidelines for project developers and investors
  • Support to the elaboration and application of a monitoring & evaluation system
  • Support the development of external communication tools for the Energy Programme
  • Elaboration of knowledge management tools
  • Support to the preparation of workshops, trainings and other events

Requirements

  • You are currently undertaking postgraduate studies in economics, political science, or a related field of study or have recently (last 12 months) completed your studies. You have a strong background in the energy sector, in particular renewable energy, or environmental issues.
  • Ideally, you have gathered previous experience, e.g. through other internships, in project management, including the coordination of activities and project stakeholders, event organization and knowledge management and in addition show good organizational and research skills.
  • You are highly motivated to contribute to a young and dynamic team of international and national staff with the aim to develop the (wind) power sector in Viet Nam, and are willing to take on responsibility, work independently and efficiently.
  • In the past, you have gained experience in an intercultural context by way of practical work or an academic exchange. You are a team player and have, in addition to Vietnamese, excellent oral and written communication skills in the English language.

Duration, location, application procedures

The duration of the internship will be 6 months, starting mid-May/early June 2015. The position is based in Hanoi, Viet Nam.
