IT Project Manager

The Luxembourg Agency for Development Cooperation (Lux-Dev) is seeking to recruit an IT Project Manager to work at Project VIE/026 (Development of Capital Markets in Vietnam), assisting VIE/026 International IT Expert and Chief Technical Advisor (CTA) with the project’s forthcoming 280 000 EUR Development of an Information System (DIS) sub-project which is currently being tendered. DIS sub-project is aimed to build two information systems for State Securities Commission (SSC). One system will be used to collect reports from public companies by electronic means to allow SSC users to calculate statistics and generate reports. The other should collect reports on orders and transactions from the stock exchanges to allow staff to prevent, detect and deal with fraud, insider dealing, market manipulation and other violations according to Decision No 127/2008/QD-BTC dated 31st December 2008.  

To assist VIE/026 International IT expert, who is only on mission in Hanoi periodically, and CTA, and SSC IT and other staff, with IT project management.

- To manage the project life cycle including key documentation and change requests (e.g. preparing and submitting papers to other people and bodies, preparing reviews and sign-offs);
- To provide weekly, monthly and ad hoc IT project status reports to International Expert and others as specified by CTA and to participate in weekly, monthly and ad-hoc meetings;
- To follow up project issues and contribute to risk management as specified by International IT expert; and
- Carry out other tasks as specified and agreed.

- Degree or equivalent in IT project management or equivalent;
- At least three years in IT Project Management in medium to large organisations, preferably working on projects in the financial sector;
- Good communication and writing skills in English and in Vietnamese;
- Good knowledge of IT systems;
- Team-player; and
- Working experience of IT project for Government or other Vietnamese state authorities.
