SCOPE OF WORK

Position: IT Specialist (Full Time)
Period of Performance: Long-term (on/about October 2020 to on/about May 2023)
                                     Subject to 2-months probationary period
Place of Performance: Hanoi, Vietnam (with occasional travel)

Program Background:

The Trade Facilitation Program (TFP) aims to support Vietnam to adopt and implement a risk management approach to customs, which will facilitate the implementation of the World Trade Organization’s Trade Facilitation Agreement of which both Vietnam and the United States (U.S.) are members. The TFP will work with The General Department of Vietnam Customs (GDVC) to ensure simplification, harmonization, professionalization, and adoption and implementation of risk management customs approaches at the national and provincial levels to expedite cross-border trade and to enable Vietnam to implement WTO TFA commitments. The TFP will work with the GDVC, private sector and other Government of Vietnam (GVN) agencies to simplify policies and across GVN units, foster stronger linkages between national and provincial levels, and improve coordination and implementation at the provincial level.

Overview:

As IT Specialist, the candidate will report to the Operations Director and will be responsible providing IT and network support to the Program.

Responsibilities and Tasks

The IT Specialist will be responsible for the following:

  • Day to day manage the Program’s computer systems, including networks, email accounts, and servers;
  • Assist in setting up of videoconferences or remote meetings for the Program;
  • Foresee any issues that may happen to the IT equipment, system, and propose the solutions to the Ops Director;
  • Troubleshoot any IT-related issues that Program staff may have;
  • Regularly back up content and upgrade and extend features of the Program’s IT services, as may be required to facilitate smooth and efficient IT functioning, including regular anti-virus updates;
  • Support, update, and maintain the Program’s intranet, calendar and network drives;
  • Support STTA consultant(s) visiting the office with any IT-related requests; including connecting with wireless services, printers, and/or networks, as needed;
  • Liaise with Nathan home office IT department to ensure that all of the field office systems are consistent with Nathan’s procurement and IT strategy and procedures;
  • Assist Program staff with the procurement of IT equipment and software, as needed;
  • Collaborate closely with the Operations and Technical teams and vendors on workshop/conference IT set-up, as needed;
  • Undertake any other activities that may be reasonably assigned by the Ops Director and Chief of Party.

Qualifications:

The IT Specialist should have the following qualifications:

  • Bachelor’s degree in Computer Engineering, Computer Science, Telecommunications Engineering or related field;
  • At least 5 years of professional IT management experience;
  • Demonstrated experience in IT help desk, setting up server and IT system for a new donor- Program, USAID will be an asset;
  • Experience in managing Google Suite applications;
  • Experience in managing remote videoconferences and meetings through Google Meet, WebEx, Adobe Connect or other platforms;
  • Experience in Network Performance Tuning, LAN Knowledge, Network Design and Implementation, Knowledge of network hardware and software;
  • Sound knowledge of network LAN, WAN, computer software, hardware and security infrastructure;
  • Sound knowledge in IP telephony, Firewall, Windows Server 2003/2008/2012 R2, Active Directory, MS SQL, Microsoft Office Suite, MS Exchange, antivirus software;
  • Proficiency in MS Office (Microsoft Word, Excel, Power Point);
  • Discretion and maturity of judgment are required;
  • Good command of spoken and written English including ability to communicate technical/ICT concepts to non-technical staff
  • Possess strong interpersonal and organizational skills;
  • Demonstrated ability to adapt and be flexible; ready help start up Program will be an asset;
  • Able to handle confidential information appropriately;
  • Discretion, trustworthiness, team working, independent, deadline-oriented and proactive.

Reporting:

The IT Specialist will report to the Operations Director.
