Junior M&E Officer cum Program Assistant
Junior M&E Officer cum Program Assistant, based in Hanoi with travel to other provinces (one year employment contract with options to renew up to 4 years)

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalysing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.
We are seeking for highly qualified candidate for the post Junior M&E Officer cum Program Assistant for the “AgResults Vietnam Emissions Reduction Pilot”. This is a 5 years project from 2016 -2021. Information on the project can be found at:www.snv.org
Responsibilities
Junior M&E Officer (60%)
- M&E system development and implementation
- Assist the Secretariat and Team Leader during the entire project implementation and verification process.
- Support in overseeing the administrative and programmatic activities and assignments by the organization hired for Pilot Verification services; and the two government sub-contractors. Responsibilities may include spot checks of the following: financial and administrative procedures, fieldwork and data collection, data cleaning, data analysis and reporting. The Junior M&E may also develop, under the instruction of the Team Leader, any necessary template for data collected from the Solvers (Farm Level Inputs).
- Liaise with the Pilot Verifier to ensure consistency in work plans and reporting.
- Support weekly, monthly and quarterly management reporting to the Secretariat.
- Provide other operational support including administrative tasks, communications & reporting, outreach and research as may be required.
- Assist with the review and scoring of Solver applications including translation and checking Solver’s information as required.
- Provide, as needed, advice and support to the Advisory Council to assist in achieving the advisory service objectives of the Advisory Council on the Pilot, including but not limited to the assessment of potential new Solver applications, and identification of any possible cheating or fraud by Solvers.
- Assist in the preparation of annual work plans and quarterly report to donors
- Assist the Team Leader to ensure that all requirements of the Secretariat on project monitoring and evaluation are strictly followed by all engaged stakeholders
- Support on collecting and management of agronomic and GHG emissions samples and data
- Update monthly, quarterly and yearly information into SNV’s knowledge management and M&E systems.
- Compile lessons learnt and best practices of project.
- Provide other support to Team Leader to ensure smoothly running of project activities.
- Support stakeholder relations in strategic aspects of the Pilot.
- Assist in liaison with the Independent Evaluator (Abt) as needed.
- PME and project records
- Maintain and update project records in the SNV internal standard systems and support advisors in charge to provide regular reports to Team Leader, Business Development Unit and project team on project progress.
- Update monthly, quarterly and yearly information into the PME.
- Capacity building
- Support the Team Leader to train, advise and coach project staff and local partners in applicable planning, monitoring and quality assurance standards.
- Mobilize App-mobile or other tools for monitoring crop agronomic data, train and support Solvers’ application as required
Program Assistant (40%)
- Record financial transactions of AgResults program as SNV’s regulations
- Prepare and check monthly, quarterly and annual program financial accounts
- Forecast and project depletion for the AgResults
- Follow up on the related receipts and payments of AgResults
- Reconcile bank balances and manage liquidity levels of the program
- Arrange logistics and administrative for field works of Pilot Manager team, the Secretariat and Advisory Council and support during their visits.
- Liaise with different stakeholders to ensure smooth project implementation
- Assist Pilot Manager team in preparation of program documentation, paper works
- Keep the Pilot Manager team agenda’s up to date, arrange meetings and appointments
- Make travel arrangement for members, attend visitors of the program
- Provide interpretation/translation support to advisors in case of need
- Take photos for AVERP events, site visits and Solvers’ crops.
Candidate profile
- University degree
- At least 3 years of relevant working experience at international organisation(s); experience supporting climate-smart agricultural or Rice development project is a plus
- Understanding and experience in project monitoring and evaluation is preferable
- Initiative and creative in solving problems
- Ability to work independently and with the team with multi-tasking and “can-do” attitude
- Good organizing skills and interpersonal skills
- Good oral and written communication skills (English and Vietnamese)
- Good computer skills in MS-applications (Word, Excel, Internet, Email)
- Willing to travel to other provinces
Contract Duration: SNV Vietnam offers one year employment contract with possible extension up to 4 other years on performance-based.
