Knowledge Management and Advocacy Advisor

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water & sanitation, and REDD+.

SNV is engaged in the agriculture sector implementing Value Chain, Inclusive Business and Climate Change adaption and mitigation activities.  SNV is currently starting a new AusAID funded project to support and build the capacity of small holder rice producers and provincial agencies to meet these requirements by applying the System of Rice Intensification (SRI). An innovative, efficient and environmentally sustainable production system that increases productivity of rice cultivation while reducing requirements for water, seed, synthetic fertilizers, pesticides, herbicides and labour . This system is also applicable to the central region where this project will upscale the implementation of the SRI system to two provinces in the central region of Viet Nam. Utilising an integrated approach the project will include; inclusive business and value chain development to create growth, access to markets, jobs, capacity development, income increases and wealth for the poor; and explore bio-energy solutions utilising rice residue biomass to reduce GHG emissions and alleviate waste disposal problems. To implement this assignment, SNV is now seeking to recruit a Knowledge Management and Advocacy Advisor.

Responsibilities
- Develop, coordinate and implement the knowledge management and advocacy component of the project including:
- Lead the advocacy component to share lessons learnt from the project and development of documents to enable supporting  policy related to the projects activities
- Develop the annual work plan for the knowledge management and advocacy component at national and provincial levels
- Coordinate, guide and work with other project advisors to plan and develop project knowledge materials and ensure outreach of activities
- Identify methodology/approaches, channels, co-advocate(s) and mechanisms for policy change and reaching decision makers
- Lead and support specific stakeholder analysis for the project
- Lead knowledge management, experience and information exchange within the project scope and to wider target audience
- Establish and maintain effective working relationships with project partners and stakeholders.
- In association with the Project Manager and Coordinator draft and prepare project reports as required by the donor and SNV.
- Assist in the development of the M&E framework for the project and carry out M&E tasks for the project
- Provide technical support and practical inputs for resource mobilization and advocacy efforts in country.

Candidate profile
- Committed Vietnamese citizen
- University degree in English, Journalism, Sociology, Media and Communication, International Development or related field
- At least 7 years of relevant working experience at international organisation(s)
- Experience in advocacy and learning activities, preferably experiences working with local partners in provinces
- Understanding and experience working with NGOs preferred 
- Willingness to travel to project field sites on a regular basis
- Initiative and creative in solving problems
- Strong ability to work independently and with the team
- Good organizing skills and interpersonal skills
- Good connection with media/ journalist networks is an advantage
- Good oral and written communication skills (English and Vietnamese)
- Good computer skills in MS-applications (Word, Excel, Internet, Email)

Contract Duration:  SNV Vietnam offers a one-year associate consultancy contract with the possibility of extension and a competitive salary package

Desired start date: August 2012
