Knowledge Management Team Leader

CARE International in Vietnam is a Non-Government Organization representing the CARE International network in Vietnam since 1989. CARE in Vietnam’s Program Strategy is explicitly oriented around achieving impacts for particularly vulnerable and marginalised groups in Vietnam. To achieve this, we work with Vietnamese partners across sectors such as health services, rural livelihood development, disaster risk reduction and climate change adaptation. We recognise that women’s empowerment is a critical pathway for poverty reduction and place women and girls from marginalised population groups at the heart of our programming efforts.

CARE in Vietnam is looking for an experienced and qualified Vietnamese to fill Knowledge Management Team Leader position.

Position information:

Position title:    Knowledge Management Team Leader.
Reporting to:     Deputy Country Director – Programs (DCD-P)
Contract:    Two years contract
Base in:             Hanoi with travel to project sites as required

Position Summary

The Knowledge Management Team Leader (KMTL) provides guidance and leadership on technical priorities for CARE Vietnam (CVN) related to knowledge management. The KMTL is responsible for leading and overseeing the strategic development and advancement of KM priorities of CVN. It includes the strategic level work of MELI and research, and the development of methods, approaches and monitoring of REM & SMP. Working closely with the DCD-P and other program Team leader s/he ensures programmatic priorities are being advanced, monitors coherence within long term programs, ensures an environment of sharing and learning. The KM Team leader significantly contributes to design of new interventions and alignment to resource mobilization priorities. The KMTL is a senior member of the CARE Vietnam Program team, contributing significantly to strategic programmatic processes.

Main duties

1.Strategic direction

Responsible for

  • Monitors context of operation of the SMP and REM
  • Monitors that priorities for each program are being advanced
  • Develops and implements unit’s plans
  • Ensures program coherence

Contributes to

  • The ongoing development of the program approach and priorities within CARE Vietnam
  • Developing programmatic strategies and plans
  • CARE Vietnam strategic processes
  • Updating program designs

2.Quality of Programming

Responsible for

  • Develop standards and guidelines on MELI and ensure compliance by other technical teams.
  • Develop standards and guidelines for research and plan for research priorities and ensure compliance by other technical teams.
  • Develop tools and guidelines drawing on lessons learned/good practices and promote learning culture of the organization.
  • Ensure that design of new interventions follow CVN and CI programmatic standards in regards with MELI
  • Ensure CARE’s Programming Principles, in particular gender and rights-based approaches, are incorporated into all initiatives
  • Develop advocacy tools, and monitor that advocacy standards are being followed.
  • Develop accountability mechanisms towards IGs

Contributes to

  • Coordination with partners during the design of new interventions
  • Ensuring that programs aim to achieve lasting impact at broad scale with selected impact groups addressing underlying causes of poverty
  • Programs are accountable to all stakeholders

3.Coordination and Management

Responsible for

  • Efficiently coordinates and manages the assigned technical sub-units
  • Coordinates with other technical Units, Operations Unit and Shared Services Pool establishing and supporting efficient coordination mechanisms.  
  • Liaises with CI members on technical approaches.
  • Oversees quality technical reporting to donors
  • Provides regular updates on the relevant technical area

Contributes to

  • Regular reporting to SMT, CI, CA and donors
  • Developing program level budgets
  • Development of budgets for new interventions

4.Resource Mobilization:

Responsible for

  • Cultivates donors relevant to the assigned technical areas.
  • Leads and coordinates development of proposals in the assigned technical areas
  • Ensures alignment RM priorities.

Contributes to

  • GO/NO GO decisions and is an active member of the Resource Mobilization Group

5.Representation

Responsible for

  • Represents CARE Vietnam at relevant technical working groups, meetings, workshops and events.
  • Establishes, maintains and strengthens positive working relationships with other institutions / partners and agencies particularly those working in the same technical area and, upon request, outside the technical areas as well.

Contributes to

  • Represents CARE Vietnam with donors

6.Communication

Responsible for

  • Provides the SMT with regular updates on progress, on trends, new policies, new approaches relevant to the assigned technical areas.
  • Oversees the quality of technical publications, materials and documentation of the assigned technical areas

Contributes to

  • Regular internal communication on progress in strategic priorities.
  • Develops and implements the communication strategies.

7.Human Resources

Responsible for

  • Promotes an open, diverse and participatory work environment, assisting staff to assume responsibility and accountability within activities and foster their long-term professional development
  • Promotes teamwork and flat management structures through team building, empowerment and motivational activities with all staff
  • Provides appropriate and timely feedback on staff annual performance objectives

Contribute to

  • The efficiency of the new organizational structure

8.Knowledge Management

Responsible for

  • Lead the development and advancement of KM in CVN.
  • Identify KM priorities and oversee and facilitate the implementation of KM plans
  • Develop KM standards and plans within CARE Vietnam, with CI and partners
  • Lead and oversee capacity strengthening for staff, partners and other stakeholders in the areas of KM
  • Develop learning and sharing mechanisms and plans
  • Ensure linkages of learning and sharing plans with advocacy plans
  • Ensure that lessons learnt are being documented to maximize the impact of CARE’s initiatives and contribute to future program strategy and direction.
  • Develop MELI tools and build capacity of teams to implement them
  • Ensure that all initiatives adhere to CARE Monitoring and Evaluation Minimum Standards.
  • Build capacity on MELI to partners
  • Manage required CI updates and CO data collection for CI requirements
  • Prepare research priorities and coordinate research initiatives, working closely with the other technical Team Leaders
  • Disseminate good practices/models for scaling up

9.Partnership

Responsible for

  • Establish and nurture strategic and non strategic partnerships
  • Develop/update partnership strategy
  • Oversee the implementation of CARE Vietnam’s Partnership Strategy through designing tools to support a partnership approach and facilitating capacity-building of staff
  • Monitor quality of partnerships
  • Develop plan to monitor and evaluate quality of partnership and for the partnership strategy implementation
  • Provide capacity strengthening on monitoring and evaluation of partnership to staff and partners.
  • Partner mapping
  • Monitor quality of partnerships
  • Supervise the Partnership Specialist

Contribute to:

  • Ensure coherence in partnerships across programs

10.Compliance

  • Oversees compliance with technical standards
  • Ensures compliance with donor technical requirements
  • Ensures compliance with CARE Vietnam’s procedures

Selection Criteria

  • Proven experience in relevant technical areas.
  • Demonstrated leadership and vision in managing staff groups and major projects or initiatives.
  • Excellent interpersonal skills and a collaborative management style.
  • A demonstrated commitment to high professional ethical standards and a diverse workplace
  • Strong/solid communication skills both verbally and in written form in English and Vietnamese.
  • Excellent project, planning, change and time management capabilities
  • Excellent analytical skills, judgment and decision making skills
