SNV Vietnam is seeking a Land Use Incentives Expert.

SNV has been working in Vietnam since 1995. Using market based approaches, SNV is committed to reducing poverty by catalyzing environmentally sustainable solutions for the poor in agriculture, energy, water and forestry sectors.

SNV is implementing the project ‘Advancing Understanding of Forest Carbon Stock Enhancement at Landscape level as part of REDD+”,(ENRICH II) 2015-2018. This Project has four main components: (1) to introduce demonstration pilot activities leading to the enhancement of forest carbon stocks in representative forest ecosystems; (2) to provide recommendations on aappropriate incentives structure for forest carbon stock enhancement; (3) to support the inclusion of forest carbon stock enhancement as part of National REDD+ Program; and (4)to produce forest landscape restoration (FLR) plans in the Provinces of Ha Tinh and Nghe An. This task is tosupport component (2) on appropriate incentive mechanisms to support FLR.

Overall Objective

To recommend options that incentivise Forest Landscape Restoration
[This will need to look at both, incentives to increase the rental value of forest restoration as well as ways to tackle current incentives to deforest or degrade the forested area, primarily from the agricultural sector].

Main Tasks

  • Identify the multiple economic benefits of FLR (watershed protection, biodiversity, carbon etc) and provide crude estimates (from secondary sources) of their values.
  • Explore the current payment mechanisms (e.g. 661, FDPFs, PES incentives, National REDD+ Fund, NAMAs etc) to capture these values; propose others.
  • Analyse the various direct, indirect and external economic and financial incentives and disincentives that can add or reduce pressure on forests (with a focus on the agriculture and biomass energy sectors).
  • Provide recommendations on what changes are needed to the current incentive structure within the agriculture and energy sectors in order to reduce pressure on forestland
  • Provide further ideas on a possible payment system for joint mitigation and adaptation approaches through climate finance (e.g. NAMAs, GCF)

Outputs

A report describing the major incentives and disincentives for Forest Landscape Restoration and recommendations to incentivize FLR.

  • A preliminary report is expected to be delivered on 10thDecember 2015. The final report is expected on 20th December 2015

Candidate profile

  • University degree in forestry, environmental or social sciences, rural development or related fields
  • Minimum of 10 year experience in natural resources management and/or rural development
  • Basic knowledge and experience in Benefit Distribution System (BDS)
  • Thorough understanding of socio-economic, Forest Management and Forest development issues in the REDD+ context in Vietnam
  • Basic understanding about fiscal and economic incentives for land use
  • Adequate understanding of financial and accounting procedures
  • Ability to work independently and be a good in team player
  • Good communication skills in English in both spoken and written

Contract Duration: Indicative 20 person-days (including field trip to Ha Tinh) over the period November to December 2015
