We are looking for 01 Law Enforcement Technical Advisor for the USAID Biodiversity Conservation Program, based in Thua Thien Hue.

The “USAID Biodiversity Conservation” project is a 5 year-project starting from July 2020 to June 2025. The project aims to maintain and increase forest quality and protect and stabilize wildlife population in high conservation value provinces (Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue (TT Hue), Quang Nam, and Lam Dong). The project targets 14 special use forests and at least five protection forests, linking forest management units across the landscape to maintain forest cover and connectivity of habitats vital for the protection of Vietnam’s threatened and endemic species.

Strategic Approach 3 (SA3) aims to improve law enforcement (LE) systems for forest and wildlife crimes in the project provinces and through that increase their functionality. Project activities include, but are not limited to:

  • Building law enforcement systems and capacity.
  • Establishing community-based patrols.
  • Assessing and addressing wildlife trade dynamics
  • Supporting procuracies and courts in prosecution and conviction of wildlife crimes.
  • Developing public reporting and feedback mechanisms in forest and wildlife crimes.

Major functions:

The Law Enforcement Technical Advisor supports the Strategic Approach 2/3 Lead (SA2/3 Lead) and provides technical leadership on law enforcement improvement under SA3 in Lam Dong, Quang Binh, Quang Nam, Quang Tri and TT Hue provinces as well as in Vu Quang NP, Cuc Phuong NP and Cat Tien NP. The Law Enforcement Technical Assistant will:

  • Formulate LE related strategies and subsequent activity plans, aligned with the project’s purpose and objectives.
  • Develop scopes of work, oversee LE related consultant missions, and conduct quality control of consult’s performance and output.
  • Provide implementation support to SA2/3 Managers.

Key requirements for the role:

  • Post-graduate degree in natural resources management, conservation biology, forestry, or environmental management.
  • More than 10 year working experience in law enforcement related to forest and wildlife crime in Vietnam.
  • Demonstrable experience of working on law enforcement related to forest and wildlife crime in donor-funded projects.
  • Identifies and aligns with the core values of the WWF organization: Courage, Collaboration, Respect & Integrity.
