Project Objective:
SI is implementing the USAID/Vietnam Learns Contract. The scope of the five-year project is to support USAID/Vietnam staff and partners to implement more efficient, effective, and transparent programs by improving: (1) USAID and Implementing Partner (IP) capacity to achieve expected results; (2) USAID’s understanding and tracking of project performance; and (3) collaboration, learning, and adapting (CLA).
Background & Position Description:
USAID Learns created the Learning Dojo to respond to USAID/Vietnam's implementing partner needs in MEL and CLA capacity. It is called the Dojo to encourage the creation of a space in which participants learn, reflect, and connect with each other in improving their MEL and CLA practices within their organizations. In 2022, the Dojo has three tracks, the leadership track, the strategist / adaptive management track, and the specialist/foundations in monitoring track. Each track has about 20 participants from USAID/Vietnam's implementing partners.
SI is seeking a qualified consultant to act as a Learning Advisor to support the design and implementation of the USAID Learns Learning Dojo. This position is part-time, able to work remotely, and reports to the Senior Technical Specialist.

Responsibilities:
- Act as a part-time developmental evaluator/ learning advisor to the USAID Learns team for the Learning Dojo initiative
- Facilitate an acculturation workshop to identify the learning priorities during the Learning Dojo
- Develop a basic MEL plan that the DE/Learning Advisor will help USAID Learns implement
- Develop learning tools and approaches that enable USAID Learns to both
(1) track progress of the participants in the Dojo (note each track may require different tools and approaches) and
(2) learn from the experience of implementing the Dojo for improved implementation in real-time and for the subsequent year Analyze, synthesize, and present information generated through learning approaches/activities to USAID Learns and facilitate discussion to enable adaptive management in real-time and for future Dojo interactions Coordinate closely with USAID Learns Capacity Building team and track leads (Monitoring Director, Senior Governance and Learning Specialist, and DCOP).
Timeframe: March 2022 – January 2023
Qualifications
- A Master’s degree in social sciences, sociology, or related fields
- Familiarity with developmental evaluation
- Previously supported teams in continuous learning and improvement efforts over a period of time
- Experienced in facilitation to help the team identify learning priorities and internalize and act on learning
- Able to analyze and present information in easy to comprehend and user-friendly formats
- Highly organized to schedule data utilization sessions, maintain files, information, and findings on all three tracks and the Dojo overall
- Sense of humor; easy to collaborate with; ability to work with many different types of working styles and stakeholders
- Exceptional communication and presentation skills.
- Fluency in English required.
