Legal Expert; Senior Legal and Regulatory Advisor

Chemonics International is immediately seeking qualified Vietnamese national candidates for the U.S. Agency for International Development (USAID) Governance for Inclusive Growth (GIG) assistance program in Vietnam. We are seeking technical position candidates to support the Government of Vietnam’s efforts to facilitate broad-based, sustainable growth.

1.Legal Expert (Full time, long term)

Job Description:

  • Be responsible for developing and supporting legal reform portfolio.
  • Work as relationship manager of key counterparts in legal reform including the Ministry of Justice to understand their needs and reform priorities.
  • Provide technical analysis of draft legal regulations and policy.
  • Provide technical input and coordination to support development of key laws and regulations to advance reforms.
  • Work with partners to prioritize and position our technical assistance in legal reform to enhance transparency, clarity and security of the regulatory and legal system of Vietnam.
  • Participate in development and delivery of training program on legal drafting.

Qualifications:

  • Bachelor's degree in law, public policy required. Master degree from overseas is preferred.
  • Good understanding of the legal system, law and rule making procedures and ongoing reform effort.
  • Understanding of the link between the legal reform, economic reform and trade liberalization.
  • At least 6 years of experience of supporting legal reforms or as lawyer, legal consultant or legal practitioner;
  • Ability to manage relationship with government counterparts, working with officials at senior and operational levels, especially the Ministry of Justice;
  • Experience with USAID or other donor and/or development-related organizations preferred;
  • Demonstrated skills in relationship management, program development and engagement of non-state stakeholders
  • Fluency in both written and oral Vietnamese and English required; and
  • Team player, self-starter and lateral thinker.

2.Senior Legal and Regulatory Advisor (Full time, long term)

Job Description:

  • Oversee and drive successful regulatory reform agenda with partners.
  • Serve as the relationship manager with administrative procedure control agency, state agencies, businesses and social organizations to develop productive partnership.
  • Engage the business communities and associations to encourage their participation in regulatory reforms.
  • Provide technical input and coordination of international and local input to support partners to review of regulations and barriers to enhancing Vietnam’s competitiveness.

Qualifications:

  • Master degree in law, economics, public policy, international trade, or business administration required.
  • Five year experience with strong track record of achievement in regulatory reform and engagement of business community and public private partnership in Vietnam.
  • Knowledge of regulatory and legal reforms in Vietnam, progress and challenges and competitiveness.
  • Ability to manage relationship with government counterparts and international and local businesses.
  • Experience with USAID or other donor and/or development-related organizations preferred.
  • Demonstrated skills in relationship management, program development and engagement of non-state stakeholders.
  • Good spoken and written Vietnamese and English.
  • Team player, self-starter and lateral thinker.
