Location: Mozambique
I. BACKGROUND:
The Wildlife Conservation Society (WCS) is a non-profit, private organization that saves wildlife and wild places worldwide through science, conservation action, education, and inspiring people to value nature. WCS has been working to strengthen the commitment and capacity of the Vietnamese government to combat wildlife trafficking since 2006 and have established a well-respected presence in the country, providing support to a range of government agencies.
Recognizing critical the roles of source country - Mozambique and transit/destination country – Viet Nam, WCS has facilitated bi-lateral cooperation between these to enhance communication and law enforcement cooperation through meetings, workshops and information sharing.
II. SCOPE OF WORK:
The Liaison Officer (LO) is expected to be a critical interface on WCS’s Vietnam-Mozambique work building strong relationships, understanding and facilitating cooperation between Vietnamese workers, corporate sector and diplomatic sector in Mozambique and relevant departments in Vietnam to support our conservation objectives in Mozambique.
III. MAIN RESPONSIBILITIES:
The LO will carry out the following:
- Act as focal point of contact for all issues on wildlife conservation between Mozambique to Viet Nam;
- Ensure that information and feedback is shared to relevant agencies who provided information and officers/agencies who take enforcement actions;
- Gather information and build an understanding on Vietnamese communities in Mozambique and their role in conservation;
- Provide support to WCS government partners in Mozambique on issues relating to Vietnamese citizens in Mozambique with expansion to other African countries (if necessary);
- Provide support in the form of technical inputs and language translation on trans-national activities;
- Build strong networks and maintain relationships with relevant government agencies including police and forest rangers;
- Establish relationship with private sector companies, Vietnamese community and Chinese community;
- Participate/support in the development of project proposal and other fundraising opportunities relating to Viet Nam and African countries;
- Oversee all work planning, budgeting, implementation, and performance and investigation reporting for relevant activities onsite.
- Oversee the work of consultants and sub-grantees;
- Act as WCS’s representative at relevant national and provincial level events as required;
- Performs other duties as requested by senior management.
IV. REQUIREMENTS:
- Bachelor /college or Post-graduate degree in relevant fields such as Environment, Biology, Law, Criminology, international relations, policy;
- Minimum 3 years of experience in an NGO/INGO/international organization;
- Verified track record working with relevant law enforcement agencies and local people;
- Proven ability to network and engage a wide range of stakeholders;
- Excellent English and Vietnamese language skills;
- Proficiency in Microsoft Office including Word, Excel, PowerPoint;
- Research and project management skills.
In addition, candidate with following qualification is an asset:
- Knowledge of, and/or previous work experience in, the conservation/environmental sector;
- Knowledge on illegal trafficking of wildlife or other black market commodities (e.g humans, narcotics, weapons);
- Experience on data collecting and survey/investigation;
- Significant convening and public speaking experience;
- Portuguese language
