The GIZ Energy Support Programme is working with the Ministry of Industry and Trade (MOIT) on the development of the energy sector in Vietnam. The current technological focus is on solar power, wind power, bioenergy, energy access and energy efficiency.

The Renewable Energy and Energy Efficiency (4E) project, financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Union (EU) in the framework of the EU-Vietnam Energy Facility supports the government and key stakeholders to improve the preconditions for universal energy access, utilization of renewable energy and increase of energy efficiency.

The cooperation in the field of renewable energy for the German-Vietnam component focuses on solar energy and aims at supporting the Electricity and Renewable Energy Agency (EREA) of the Ministry of Industry and Trade (MOIT) to improve the regulatory framework and develop and use a monitoring mechanism for RE development. The component also aims at supporting key Vietnamese investors and other private sector organizations in order to facilitate their entry in the solar energy market.

The EU-Vietnam Energy Facility aims at supporting the government and key stakeholders to improve the preconditions for universal energy access, utilization of renewable energy and increase of energy efficiency. GIZ provides Technical Assistance for the implementation of the EU-Vietnam Energy Facility, which includes support to EREA and other stakeholders on renewable energy, energy efficiency and energy data/statistics as well as the secretariat of the Vietnam-Energy Partnership Group (VEPG) between the Government of Vietnam and Development Partners in order to better coordinate Official Development Assistance (ODA) in the energy sector and to align it with Vietnam’s development goals and priorities.

The Energy Support Programme (ESP) requires a qualified local professional for six (06) following positions:

01 Position of Liaison Officer
Duty station: Hanoi, Vietnam

Duration: 1 year contract starting ASAP with possibility of extension

Main responsibilities:

  • Provide strategic guidance and contribute to the development of the project vision and strategy;
  • Provide inputs to and technically support the design and implementation of policy advice on renewable energy development, energy efficiency and energy data to the Electricity and Renewable Energy Agency (EREA) and other public agencies;
  • Provide technical inputs and expertise to the project’s activities and develop policy papers;
  • Represent the projects in various fora as requested;
  • Support EREA and GIZ in developing the TORs for important policy studies
  • Support EREA and GIZ in implementing tasks related to joint project activities such as preparation of annual work plans, recruitment of short-term experts, reporting and M&E
  • Support research and study activities on relevant topics that will benefit the further development and innovation of the joint project activities as well as that of the long-term development of the EREA/MoIT – GIZ Energy Support Programme
  • Liaison to and with EREA and within the extended partner system (Ministries, SOEs, provinces, etc.) and respective facilitation of the cooperation
  • Facilitate the communication and cooperation between EREA and GIZ with regard to the implementation of the German ODA-funded technical cooperation projects
  • Ensure and maintain close and effective cooperation among international and national experts and project team and partners;

Minimum requirements:

  • Minimum a Master Degree in Engineering, Political Sciences, or Economics
  • Minimum 20 years of experience in the energy sector
  • At least 10 years in international project setting, preferably experience with ODA projects
  • Experience in energy efficiency, energy data and renewable energy
  • Substantial experience in or working with public institutions/ state-owned enterprises is an asset
  • Strong network in the energy sector in Vietnam
  • Excellent written and verbal communication skills in Vietnamese and English
  • Ability to quickly master complex and unfamiliar subjects
  • Excellent interpersonal skills and ability to interact with high level politicians and officials
  • Willingness to travel on short trips, both within Vietnam and, possibly, abroad
  • Strong experience in finance monitoring and budget planning;
  • Strong experience in operating accounting software, SAP is an asset
  • Full proficiency in information technologies as well as Vietnamese and English;
  • Excellent management, communication and interpersonal skills;
  • Dynamic, reliable and open-minded character having the willingness to excel and perform on a high-level under pressure and tight deadlines;

05 Positions of Project Officer
Duty station: Hanoi, Vietnam

Duration: 3 years contract starting ASAP with the possibility of extension

  1. Project Officer in charge of technical working groups (TWG) of the Vietnam Energy Partnership
  2. Group (VEPG) – 02 positions
  3. Project Officer in charge of solar energy – 01 position
  4. Project Officer in charge of energy access and renewable energy – 01 position
  5. Project Officer in charge of energy data and statistic and renewable energy – 01 position

1. Main responsibilities of the PO in charge of TWG:

The VEPG is a multi-level forum that supports policy dialogue, sectoral coordination and exchange of experiences and information. It is chaired by a Steering Committee and constituted by technical working groups co-chaired by representatives of the Vietnam Ministry of Industry and Trade and Development partners.

The VEPG Technical Working Group focus on: (1) Renewable energy; (2) Energy efficiency; (3) Structural energy sector development and reform; (4) Access to energy; (5) Energy data & statistics.

  • Prepare agendas of TWG meetings for approval by the respective chairs and co-chairs;
  • Liaise and coordinate with TWG chair, co-chairs and members;
  • Gather, compile and provide technical inputs for the technical working groups;
  • Circulate the approved agendas and background materials to TWG participants;
  • Make logistical arrangements for TWG meetings;
  • Provide technical inputs for the work of the TWGs;
  • Document and diffuse the TWG work and conclusions;
  • Monitor and report on progress of the TWG
  • Support the development of Terms of Reference, selection and contract preparation for institutions/companies that carry out short-term assignments;
  • Ensure and maintain close and effective cooperation among international and national experts and Project team and partners;
  • Support in maintaining quality assurance in the work and in the outputs of the TWG;
  • Provide logistical, administrative, research & analytical support to external (e.g. international and national trainers, consultants); facilitate the visits and logistics of the international consultants;
  • Provide technical inputs for communication purposes and support the development of communication material by the TWG;

Minimum requirements:

  • Minimum a Master Degree in Political Sciences, Economics or Business Administration
  • Minimum 5 years of experience in the energy sector and at least 3 years of experience working in or with Development partners
  • Experience in a combination of the following areas is essential: energy efficiency, energy data and statistics, energy sector reform
  • Full proficiency in information technologies as well as Vietnamese and English;
  • Experience in managing international and national consultants
  • Experience in or working with public institutions
  • Experience in supporting consultation process and policy dialogue
  • Dynamic, reliable and open-minded character having the willingness to excel and perform on a high-level under pressure and tight deadlines;

2. Main responsibilities of PO in charge of solar energy:

  • Provide inputs and technically support the design and implementation of policy advice on renewable energy development with focus on solar energy to the Electricity and Renewable Energy Agency and other public agencies.
  • Technically support the design and implementation of capacity building programmes for public and private sector organizations in the field of renewable energy (RE) with focus on solar energy
  • Develop Terms of Reference for consultancy services, facilitate the selection and contract preparation for institutions/companies that carry out short-term assignments;
  • Manage the implementation of various technical assistance activities on RE in particular on solar energy
  • Support the regular monitoring and reporting on the progress of relevant project activities;
  • Provide technical inputs and expertise within the project’s activities;
  • Support in maintaining quality assurance throughout the project cycle for a wide range of different activities (pilot projects, capacity building, policy advice, reports, studies);
  • Liaise and coordinate with key stakeholders in the renewable energy sector
  • Ensure and maintain close and effective cooperation among international and national experts and Project team and partners;
  • Provide support to the international consultants when field visits in Vietnam take place (logistics, information, contacts…)
  • Co-organize relevant workshops, trainings and study tour as needed;

Minimum requirements:

  • Minimum a Master Degree in Engineering, Political Sciences, or Economics
  • Minimum 3-5 years of experience in the energy sector. Experience in solar energy is essential
  • Experience in wind energy, electric grid, energy planning and/or is an asset
  • At least 3 years in international project setting, preferably experience with ODA
  • Experience in working with and managing international and national consultants
  • Experience in or working with public institutions/ state-owned enterprises
  • Excellent written and verbal communication skills in Vietnamese and English
  • Excellent organizational skills.

3. Main responsibilities of PO in charge of energy access and renewable energy

  • Provide technical inputs and assistance to project activity in general and particularly to the field of energy access/ rural electrification and renewable energy;
  • Review Pre-Feasibility and Feasibility studies of off-grid electrical systems and report to EUD;
  • Facilitate the process of gathering primary and secondary data, analysing and consolidating data on rural electrification;
  • Conduct sample on-site checks of local grid and off-grid installations undertaken by government as part of its national rural electrification programme;
  • Review and analyse annual reports on the implementation of the targeted programmes on electricity supply to rural, mountainous and island areas 2013-2030 which are conducted by MOIT;
  • Develop Terms of Reference, facilitate the selection and contract preparation for institutions/companies that carry out short-term assignments;
  • Support the regular monitoring and reporting on the progress of relevant project activities;
  • Support in maintaining quality assurance throughout the project cycle for a wide range of different activities (pilot projects, capacity building, policy advice, reports, studies);
  • Ensure and maintain close and effective cooperation among international and national experts and Project team and partners;
  • Liaise and coordinate with key stakeholders in the energy access and renewable energy sector;
  • Provide support to the international consultants when field visits in Vietnam take place (logistics, information, contacts…);
  • Co-organize relevant workshops, trainings and study tours as needed;

Minimum requirements:

  • Minimum a Master Degree in Engineering and minimum 3-5 years of experience in the energy sector
  • Experience in rural electrification is essential
  • Experience in energy data and statistics and grid connection issues is an asset
  • At least 3 years in international project setting, preferably experience with ODA
  • Experience in working with and managing international and national consultants
  • Experience in or working with public institutions
  • Experience in setting up and implementing monitoring systems
  • Excellent written and verbal communication skills in Vietnamese and English
  • Excellent reporting skills
  • Attention to detail and accuracy.
  • Good analytical skills
  • Excellent interpersonal skills and ability to interact with all levels of staff in a professional manner

4. Main responsibilities of PO in charge of energy data and statistic and renewable energy

  • Provide inputs and technically support the design and implementation of policy advice on renewable energy development and energy data to the Electricity and Renewable Energy Agency and other public agencies;
