Local consultant to design an online tool for SHI drug supply contract management

Chemonics International seeks a Local consultant to design an online tool for SHI drug supply contract management (based in Hanoi, Vietnam) to support Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project.

Project Overview:  The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Background and Justification:

In 2017, the Center for Health Insurance Verification and Multi-Payment -Vietnam Social Insurance (VSS) piloted centralized drug procurement for five active substances (equivalent to 20 drugs) and provided the procured products to more than 12,000 health facilities nationwide. In 2018, the number of active substances procured by VSS will increase to 20 (equivalent to hundreds of drugs) and it is also the first year National Centralized Drug Procurement Center (NCDPC)/MoH has conducted SHI’s ARV drug procurement. In fiscal year 2018, the GHSC-PSM project supported the VSS to develop standard drug contract management procedures and supplier performance assessments. To help VSS in managing and monitoring SHI drug supply effectively and efficiently, the GHSC-PSM project, under the approved FY 2019 workplan, seeks a local expert to develop an online tool for SHI drug supply contract management.

Purposes:

To design an online tool for SHI drug supply contract management (support for tracking requisition orders, stock from health facilities, drug reallocation between health facilities and tracking payments) which will be integrated into the current VSS’s software on SHI drug bidding management.

Scope of work:

The Consultant will:

  • Analyze the process of contract management including supply and payment management between the unit signing the framework agreement, health facilities and awarded bidders;
  • Identify input, data processing procedure and outputs data based on management requirements of the Northern Region Center for Health Insurance
  • Verification and Multi-Line Payment – VSS, taking into account the standard drug contract management procedures developed in 2018  and develop diagrams, data tables, relationships between information fields and data tables;
  • Make detailed design of the tool: input database, interface, functions of the tool, report/outputs, permission, user management, control design in the form of notification, warnings etc.;
  • Develop a plan and system description that can be transformed into a program and system structure.

Qualifications:

  • Bachelor’s degree in IT and software development;
  • Minimum five years’ experience on system software development;
  • Experience working in development of software for Social Health Insurance or HIS for hospitals preferred;
  • Experience working with USAID or other donor-funded projects is a plus;
  • Excellent interpersonal and communications skills;
  • Fluency in Vietnamese and basic English required.

Estimated Level of Effort:

Up to a maximum of 240 billable hours (30 days) incurred within the timeframe stipulated below, no more than 8 of which may be billed on any given day. Additionally, the consultant may work a maximum of six day per work week, unless approved by the project in wring and in advance of the fact.

Location of Assignment

This assignment is expected to take place in Ha Noi.

Supervision

The local consultant will report to GHSC-PSM Health System Strengthening Manager in Viet Nam.
