TITLE: Local consultant on Social Health Insurance ARV data collection, management and analysis

Chemonics International seeks a Local consultant on Social Health Insurance ARV data collection, management and analysis (based in Hanoi, Vietnam) to support Global Health Supply Chain Program - Procurement and Supply Management (GHSC-PSM) project.

Project Overview:  The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) project is to ensure uninterrupted supplies of health commodities in support of USG-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program, and the Office of Maternal and Child Health and Nutrition. In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities.

Background and Justification:

With GHSC-PSM’s assistance, the Ministry of Health has successfully procured the first ARV drugs under Social Health Insurance Fund for 2019. The procured SHI ARVs are expected to be available to health facilities beginning in January 2019. According to the Ministry of Health Circular No. 28/2017/TT-BYT and revised circular No. 08/2018/TT-BYT, Viet Nam Administration for AIDS Control (VAAC) is responsible for providing guidance to provincial AIDS authorities to develop provincial demand plans as well as to report on ARV drug use and re-allocation as regulated. To assist VAAC in Social Health Insurance ARV (SHI) data collection, management and analysis, the GHSC-PSM project in the approved FY 2019 plan will seek a local consultant to carry out the following tasks.

Purpose and Scope of work:

The local consultant will provide technical support to VAAC to:

  • Monitor and consolidate SHI ARV quarterly requisition orders from health facilities and provinces and support solving related issues during initial period if needed.
  • Provide guidance and technical assistance to provincial AIDS authority and health facilities to carry out SHI ARV quarterly requisition order, usage reporting, stock, and patient reports according to the current Ministry of Health regulations.
  • Consolidate ARV reallocation between provinces and support facilitating allocation procedures.
  • Regularly collect SHI ARV usage reports (including number of patients on treatment by  regiments), stock reports, and expiry dates from health facilities;
  • Review; provide feedback; consolidate; and analyze usage data on SHI ARVs nationwide.
  • Perform both regular and ad hoc reports and review reports related to usage of SHI ARVs of provinces (health facilities) to support coordination activities and review workshops.
  • Participate in VAAC’s regular technical coordination meetings on stock review, order review, distribution plan as well as activities related to 2020 SHI ARV quantification.

Qualifications:

  • Bachelor’s degree in a pharmacy or health science;
  • Minimum three two years’ experience on drug data management and analysis;
  • Experience working with the Vietnamese Ministry of Health;
  • Experience working with USAID or other donor-funded projects is a plus;
  • Excellent interpersonal and communications skills;
  • Fluency in Vietnamese and basic English required.
  • Proficient in Microsoft Office

Estimated Level of Effort:

Up to a maximum of 480 billable hours (60days) incurred within the timeframe stipulated above, no more than 8 of which may be billed on any given day. Additionally, the consultant may work a maximum of six day per work week, unless approved by the project in wring and in advance of the fact.

Location of Assignment

This assignment is expected to take place in Ha Noi.

Supervision

The local consultant will report to GHSC-PSM Health System Strengthening Manager in Viet Nam.
