Local Long Term Project Officer

VACANCY ANNOUNCEMENT

The German-Vietnamese Programme Reform of Technical and Vocational Education and Training – Field of Activity 3: TVET for Skilled Workers in the Wastewater Sector in Vietnam is implemented in cooperation of a federal enterprise Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH and Ministry of Labour, Invalids and Social Affairs (MoLISA). To improve the supply of demand-oriented qualified technical workforce in waste water sector, a cooperative vocational training of Sewage Engineering Technicians is developed and piloted in close collaboration of a TVET Institute in HCMC, Vietnam Water Supply and Sewerage Association and waste water companies. GIZ is supporting the development of the needed thematic, personal, conceptual and organizational requirements of partners to offer this demand-oriented vocational training.

The project requires a qualified professional for the position of:

Local Long Term Project officer

Full-time: 100%

Duty Station: Ho Chi Minh City, District 9

Duration: 1st January 2018 until 30th November 2018 with possible extension

Main responsibilities:

The Project Officer is directly subordinated to the Team Leader, and is responsible for the performance of the following tasks:

  • Actively plan, coordinate, implement and evaluate the project’s capacity building initiatives including theoretical and practical training activities for improvement purposes, working sessions, meeting and workshops;
  • Actively contribute to the pilot vocational training courses (long term and short term);
  • Contact (oral and written) to relevant stakeholders within the project (vocational training institutions, enterprises, associations and ministries);
  • Provide appropriate support for national and international experts (long term and short term) within the project;
  • Provide appropriate support for administrative, logistical tasks, correspondence, supplies in the area of responsibility;
  • Provide appropriate support for production of high standard reports in English and Vietnamese on (i) assessments findings, (ii) recommendations for improvement, (iii) progress reports on implementations, (iv) event reports;
  • Review the reports of other assistants/consultants/ as part of the peer review TVET quality assurance system;
  • Provide technical advice and inputs into the development of TVET-WW activity plans, products and strategies, incl. information materials and presentations;
  • Other duties as required by the team leader.

Minimum requirements:

  • Bachelor degree, preferable in Environmental Technologies or related field
  • At least 3 years of professional working experience in similar position in international organizations
  • Overall expertise in the environmental and TVET context (specific expertise in the field of wastewater treatment is a plus. Good understanding of the Vietnamese labour market situation, law and regulations, vocational training is an advantage.)
  • Very good communication skills in Vietnamese and English, both oral and written. German is an advantage.
  • Excellent group facilitation, interpersonal and conflict resolution skills and capacity to support and organise training activities
  • Ability to monitor the effectiveness of training and capacity building initiatives undertaken by partners/organisations/consultants
  • Excellent command of MS-Office
  • Readiness for work-related travel within Vietnam
  • Ability to meet deadlines, work under time pressure, occasionally obliging to irregular and long working hours
  • Self-motivated and ability to work independently in an outcomes-based work culture as well as contributing to the work of a team
