TERMS OF REFERENCE

TITLE:                            Local Project Coordinator (Consultant)

PROGRAMS:                    Regional Anti-Corruption Adviser (RACA)

REPORTS TO:                 Head of Office based in Hanoi, ABA ROLI’s
                                      Headquarter and ABA ROLI Thailand.

PROGRAM LOCATION:   Hanoi, Vietnam

EXPECTED DURATION:  May 2021 through July 2021

ABA Rule of Law Initiative (ABA ROLI) is a non-profit program that implements legal reform programs in roughly 40 countries around the world. ABA ROLI has nearly 400 professional staff working internationally. ABA ROLI’s partners include judges, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice and a wide array of civil society organizations.

Since 2002 the RACA program funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs has worked to combat corruption and promote transparency and integrity by: educating government officials in the Asia Pacific region about anti-corruption best practices and strategies for combatting transnational crimes; building the capacity of governments and NGOs to promote anti-corruption efforts; and helping to broaden key stakeholders’ understanding of regional and international anti-corruption conventions, including the United Nations Convention against Corruption (UNCAC). In Vietnam, program activities include the conduct of a casino sector AML compliance assessment; the drafting of casino and online gaming guidelines for the Government of Vietnam’s AML and casino regulators; development of inspections tools for the casino regulator and piloting of inspection tools through outreach sessions to casinos; and the development of suspicious transactions reporting tools.

ABA ROLI seeks a Project Coordinator, with demonstrated experience in coordinating trainings with local and international stakeholders and government institutions to: 1) support Vietnam Program Director in liaising with Ho Chi Minh National Academy of Politics on the program application (as appropriate) and preparations for the trainings; 2) provide regular weekly updates every Monday to multiple stakeholders in Vietnam and Washington DC on the status of preparations and any support needed; 3) establish and maintain tracker of items needed for the program application (as appropriate) and separate trackers for items needed for the workshop and trainings; 4) help with gathering and translating documents for inclusion in the program application and for the workshop and trainings; 5) work with RACA team on pre-/post- questionnaires and to use other tools to capture M&E information; and 6) work with the ABA Vietnam team to support logistics for the workshop and trainings including ensuring simultaneous translation; video conferencing for remote participants; adherence to ABA safety protocols and procurement processes in coordination with the Vietnam team’s field financial office manager.

Projection Description

ABA ROLI proposes to engage an individual with expertise in international project coordination to assist in coordinating with local and multi-lateral stakeholders in Washington DC and Vietnam for the fulfillment of 1 workshop and 2 trainings slated to take place in June. The assignment will be based in Vietnam with expectation of remote communication with team members based in Washington DC.

Time Frame

The consultant is estimated to work at 100% from early/mid-May through June and/or July 2021.

Duties and Responsibilities

The consultant will:

  • Support Vietnam Program Director in liaising with Ho Chi Minh National Academy of Politics on the program application (as appropriate) and preparations for the workshop and trainings;
  • Update the Vietnam and Washington DC teams every Monday on progress towards preparing and submitting the program application (as appropriate), organizing the international workshop and the trainings;
  • Establish and maintain tracker of items needed for the program application (as appropriate) and develop and maintain separate trackers for items needed for the workshop and trainings;
  • Assist in gathering and translating documents for inclusion in the program application (as appropriate) and for the workshop and trainings;
  • Work with RACA team on pre-/post- questionnaires and to use other tools to capture M&E information;
  • Work with the ABA Vietnam team to support logistics for the workshop and trainings including ensuring simultaneous translation; video conferencing for remote participants; adherence to ABA safety protocols and procurement processes in coordination with the Vietnam team’s field financial office manager
  • Perform other duties of similar nature assigned by the Mr. Nguyen or the RACA team.

Qualifications

  • A university degree in law, communications, international relations, public administration, development, or other relevant discipline;
  • Experience coordinating international projects is a plus;
  • Proven ability to support and organize trainings with international organizations and government counterparts with high-ranking attendees;
  • Experience balancing competing priorities and deadlines on various deliverables;
  • Adept at communication with multiple stakeholders on developments;
  • Good communication and interpersonal skills;
  • Excellent planner and well-organized;
  • Written and oral fluency in English and Vietnamese required.
