Local Research Partner/s to Conduct Behavior Survey among MSM in Select PEPFAR Provinces
I. Objectives the Request or Proposals
With funding support from United States Agency for International Development (USAID) for the ‘Social Marketing Prevention and Supportive Services Project in Vietnam’, Population Service International (PSI) Vietnam is implementing HIV prevention programming targeting most at-risk population groups, including men having sex with men (MSM). To support program activities for this project, PSI Vietnam is now seeking local research partner/s to conduct behavior survey among MSM in select PEPFAR provinces. The selected agency will work closely with PSI’s Research Team to:
- Development of Research Design and Instruments
- Field Data Collection and Data Analysis
- Report writing and dissemination of research findings at national and provincial level
- The specific deliverables of this research will be discussed and included in the final submission.
- The above assignments are for this expression of interest only and may be further negotiated with the agency upon selection. We envision a long-term partnership with the qualified agency as new research projects emerge.
II. Timeline
Design and Planning for the MSM Behavior Survey is expected to begin in April 2011. Detailed timeline/schedule will be developed after the final selection of agency is made.
III. Expressions of Interest Preparation
All interested agencies are invited to submit their expression of interest (EOI) which covers, but not limited to, following areas:
1. Agency profile
A short description of organization including structure, staff and field presence (for data collection).
Provide CVs of staff who will be involve in this assignment (educational background and work experiences for each of the key staff).
2. Agency Technical Expertise (maximum 1 single-spaced page)
- Research experience in the area of HIV/AIDS programming
- Research experience in working with hidden population groups such as sex workers, MSM, injecting drug users. Please provide brief description of what has been done by your agency in terms of research design, sampling approach, recruitment process, data analysis.
- Experience in conducting, coordinating and monitoring large scale surveys
- Experience in disseminating the research finding at national and local level of authorities.
- Experience in working with governmental agencies.
- Experience in working under USAID funded project in general and with PSI Vietnam in particular (if any).
3. Brief description of the agency’s perspective in completing this assignment (maximum 2 single-spaced pages)
What sampling process should be used in this research? Why?
What is the effective strategy to recruit the right population group? Why?
How the data will be analyzed? (Strategy, software)
IV. Submission Deadline

Expressions of Interest that are not received by the stated time will not be reviewed. Evaluation of the expressions of interest will be conducted by a multi-departmental review committee.
Only shortlisted agencies will be invited to develop the full application package including technical and financial proposal.
