#037 - Job Title: A local STC to develop a report on new nicotine and tobacco products for the WHO Country Office and the Ministry of Health

1. Background:

Viet Nam is having some initial progress on reducing cigarette smoking in the past few years. However, the country if facing new challenges with novel and emerging tobacco and nicotine products, mainly Electronic Nicotine Delivery System (ENDS) and Heated Tobacco Products (HTPs) the prevalence of which seems to be rising among the youth in recent years.

These products are currently not allowed to be imported, advertised, or sold in the country. However, there are still smuggled products in the country and young people can access these products. There have been some reports of health emergency cases reported at some hospitals related to youth using these new products.

In order to help better inform the Ministry of Health (MOH) and local partners about the situation of use of these new products globally as well as in Viet Nam and its consequences to health and options for effective measures to control these products, the WHO Viet Nam Country Office is looking for a local STC to develop a report on these new products to be used by the government, including health managers in the MOH and related agencies in Viet Nam.

2. Planned timelines: 2.5 months

Start date: 10 October 2022 (subject to confirmation)
End date: 31 December 2022

3. Work to be performed

Purpose of the consultancy

To develop a report on new nicotine and tobacco products for the WHO Country Office and the Ministry of Health.

Method(s) to carry out the activity

The scope of work of the STC is as follows:

  • To review relevant reference documents and literature from respected and credible global health organizations and high-quality research findings on the topics including:
    • classification and characteristics of ENDS and HTPs;
    • health and other consequences of using ENDS and HTPs, especially for youth;
    • current situation of use of these products in other countries;
    • situation of use of these products and consequences in Viet Nam; and
    • WHO recommendations on effective regulations of these products and potential options for Viet Nam.
  • To synthesize the information on the above and develop a report for the Ministry of Health and relevant agencies in Viet Nam.

Output/s

Output 1: Compile and synthesize key information to form a set of relevant reference documents from global respected and credible global health organizations and high-quality research on the topics.

a) Deliverable 1.1: (2 weeks after signing the contract)

Develop a plan and methodology for search of relevant reference documents from global health authority agency and high-quality research on the topics including:

  • classification and characteristics of ENDS and HTPS
  • health and other consequences of using ENDS and HTPS, especially for youth
  • current situation of use of these products in other countries: prevalence of use among adolescents and adults and trends and key milestones if there are.
  • situation of use of these products and consequences in Viet Nam: prevalence among adolescents and adults, significant events of health harms potentially caused by new tobacco and nicotine products and relevant research studies on the topic.
  • options for effectively controlling of these products by global major health authority

b) Deliverables 1.2: (4 weeks after signing the contract)

A synthesis of key information from the set of documents collected as above.

Output 2: Develop a report in English on the topic and collect comments from WHO and MOH, revise and finalize the report, and translate the final report into Vietnamese.

a) Deliverable 2.1: (6 weeks after signing the contract)

Develop a draft report in English and collect comments from focal points of the MOH and WHO and finalize the products

b) Deliverable 2.2: (by end of the contract)

Translate the report into Vietnamese and collect one more round of comments from MOH and WHO for the Vietnamese version. Revising the Vietnamese version. Updating the English version accordingly.

4. Specific requirements

Qualifications required:

  • Master of public health or related fields from recognized universities

Experience required:

  • At least 10 years of professional experience, with a track record of delivering high quality research in public health

Skills / Technical skills and knowledge:

  • Excellent research and writing skills
  • Excellent knowledge of public health
  • Excellent knowledge in tobacco control

Language requirements:

  • Vietnamese: advanced in reading, writing, and speaking
  • English: good command in reading, writing, and intermediate in speaking

Conflict of interest prevention: Declared no conflict of interest regarding connection with tobacco or nicotine industry or their front groups.

5. Place of assignment

The Consultant is expected to work at his/her own place in Hanoi and to have meeting at MOH and WHO at relevant time.

6. Medical clearance

A Medical Certificate of Fitness for Work is required before signing contract.

7. Travel

  • No travel outside of Hanoi required.
  • Travel within Hanoi by own arrangement of the selected Consultant.

8. Budget

Please take note of the following when submitting application:

  • The contractor will be responsible for paying taxes, if any.
