Logistics Officer

Contextualization

 

Handicap International (HI), under the operation name Humanity & Inclusion (HI), began working in Vietnam in early 1989.

HI has been working in Vietnam for over 30 years, mostly in the fields of health and prevention (mother and child health and road safety), rehabilitation (rehabilitation care for people with spinal cord injury and brain lesions), education (access to inclusive education for children with disabilities) and livelihoods (access to decent work for people with disabilities). Currently, there are 03 projects being implemented in the Hanoi capital, and central-southern provinces. Our main donor is USAID and EU.

Logistics officer is a key player in the implementation of HI’s logistics standards such as Logistics planning, purchasing-supply-transport, vehicle fleet, stock, equipment, premises, safety, and archiving management, etc.

Line manager: The Logistics Officer reports to the Country Logistics Manager.

Duty Station: Hanoi capital, Viet Nam

Starting date: The position is expected to filled ASAP

Missions / Responsibilities:

 

Mission 1: Participates in drafting the Procurement section of the StratOP and implements its action plan

  • STRATOP: contributes towards the drafting, revision and implementation of the Operational Strategy (StratOp) within his or her field of activity and geographical area and in line with objectives
  • RISKS: produces and updates the risk map for his or her area of responsibility and proposes and implements corrective mitigation measures;
  • INCIDENTS: drafts the incident reports for his or her area of responsibility;
  • INDICATORS: produces, compiles and analyses the data in the procurement dashboard for his or her geographical area;

 

Mission 2: Deploy HI’s standards and contributes to its expertise and accountability within his/her remit:

  • STANDARDS: ensures compliance with and application of HI standards for his or her entire professional field with regard to policy, processes and tools;
  • LOCAL ADAPTATION: participates in adapting and contextualising these standards to meet local conditions and regulations;
  • INTERNAL CONTROL: supervises internal control in his or her fields of activity;
  • ACCOUNTABILITY: guarantees compliance with and the application of internal rules and the rules of institutional donors in his or her fields of activity;

 

Mission 3: Operational implementation of logistics

3. 1: Carry out efficient management of Logistics planning

  • Design phase – Resources planning:
    • Helps establish the project’s procurement schedule;
  • Launch phase – Procurement planning
    • Takes part in defining the procurement strategy;
  • Implementation phase – Coordination:
    • Helps adjust the procurement plan after every project review;
  • Closure phase
    • Contributes to the preparation of financial reports

3.2: Ensure efficient management of HI facility

  • Diagnostic phase – Contextual analysis:
    • Participates in analysing the programme’s logistics context (evaluation of logistics capacities, table of logistics problems);
  • Design phase – Resources planning:
    • Identifies the material resources necessary for ensuring the project’s feasibility;
    • Participates in structuring the human resources concerned by facilities management
  • Design phase – Resources planning:
    • Plans all the means necessary for the optimal management of equipment in his/her fields of activity and geographical areas.
  • Implementation phase – Coordination:
    • Evaluates and adjusts the resources and their distribution according to the needs.
  • Closure phase
    • Implements the on-site storage of archives or their transmission to HQ;
    • Implements the return/donation of material;
    • Provides the data needed to prepare the financial reports

 

Mission 4: Facilitates the Logistics profession’s development and contributes its development across the organization

  • Participates in the facilitation of the profession sector in his/her geographical area.

 

Mission 5: Emergency Preparedness and Response Responsibilities

  • Contributes to the programme’s emergency preparedness actions and, during an emergency response, adapts his/her work modality to contribute to HI’s effective humanitarian response

 

Other mission: The Logistics Officer could be asked to undertake any other duties requested by the Country Logistics Manager.

Requirements

  • Bachelor’s Degree in Economics, Finance, Administration or Business or equivalent professional qualification
  • Minimum of 4 years relevant experience in supply chain or procurement or office administration
  • Have good Procurement skills and experience in contracting
  • Experience working in an international NGO, multilateral agency, or donor context preferred
  • Sound knowledge of MS Office software use;
  • Excellent interpersonal skills and strong organizational ability
  • A good team player but also willing to work on your own initiative;
  • Fluency in written and spoken English required.
  • Pay attention to detail.
