Logistics Officer

Norwegian People's Aid (NPA) is an Oslo-based Humanitarian organization working in the fields on Mine Action and Development. NPA’s Vietnam Programme is primarily based on Mine Action and it supports a project office in Hue and a partner office in Quang Tri. NPA Vietnam’s project office in Hue is seeking qualified Vietnamese national applicants for the position of Logistics Officer, based in Hue.

Main responsibilities:
- Responsible for the management and day-to-day supervision of logistical activities in NPA’s local programme, incl. procurement, warehousing, fleet management and material planning
- Promote adherence of NPA guidelines and develop local systems for internal control
- Responsibility for implementing and monitoring of NPA logistic management systems
- Operational support, supervision and training of both international and national staff in general logistic management and procurement
- Study and advise management on restructuring and coordination of logistical functions, including the possibility of organizing a centralized fleet management system with related functions such as; vehicle maintenance, fuel control etc

Specific Duties
- Inventory and asset control, including updating of all files
- Local procurement of goods and services to support the project
- Draft and process international and domestic tendering documentation
- Conduct regular stocktake of assets
- Assist and advise on the process for the importation of goods, including tax exemptions.
- Responsible for donor requirements in all aspects of procurement and inventory controls incl. relevant documentation
- Regular and rigorous supervision of all logistical aspects to ensure quality and follow up of standard procedures
- Liaise with the Regional Logistics Manager concerning all logistical support required.
- Any other task or duty as assigned by the NPA Operations Manager.

Minimum qualifications:
- Applicable Logistical tertiary qualifications
- Experience with working in\with NGOs or INGOs
- Applicable experience in the logistics field
- Computer literate (Outlook, Microsoft Word, Excel, PowerPoint, and Visio...)
- Good written and spoken English
- Good communication and interpersonal skills.
- A highly self-motivated, committed and honest individual
- Ability to work with individuals from different cultural/national background
- Ability to manage priorities and workload under minimum supervision
