Long Term Expert – M&E Specialist – Vietnam Business Challenge Fund (VBCF)

Background:
The overall purpose of VBCF is to support the private sector in Vietnam to develop innovative business models that deliver both commercial benefits for the private sector and developmental benefits for poor people, in terms of job creation, income improvements and availability of more affordable goods and services.
The Vietnam Business Challenge Fund will award matching grants to firms operating in Vietnam through competitive calls for business proposals that will benefit the poor, be commercially sustainable and replicable in the long run. It will focus on three areas of support; Agriculture, infrastructure services and low-carbon growth.
DAI is looking for a Monitoring & Evaluation Specialist to design and implement an M&E Plan for the VBCF.
Length of the project: 36 months
Start Date: July 2012

Duties and Responsibilities:
- Develop a monitoring and evaluation framework for the programme based on the VBCF logframe
- Develop Key Performance Indicators
- Support and monitor programme performance and results
- Develop and implement a capacity building plan for selected grantees.
- Monitor and report on the progress and performance of the programme to the Advisory
- Board – reports to be evidence-based, focused primarily on results together with specific measurable outputs and activities.
- Arranging for and conducting regular field visits to grantees.
- Support and mentor grantees to ensure that results based monitoring evaluation and reporting is integrated in their projects/programmes.
- Ensure that the VBCF reviews are conducted on time and as per DFID requirements.
- Develop mechanisms to ensure that programme M&E documents lessons learnt in a manner that can inform programme development.
- Ensure that the lessons learnt and results achieved are communicated to those in the broader business society.
 
Key Qualifications:
- 10 or more years of experience designing and implementing Monitoring & Evaluation plans
- Good understanding of private sector development in Vietnam
- Experience working with DFID or other donors in Vietnam
- Excellent written and verbal communication skills
- Fluency in English and Vietnamese (both written and oral) is essential
