Program Description:
The USAID-funded Vietnam Local Capacity Development Activity is a five-year activity with the overall goal to support the capacity of and engagement between local governments and organizations and improve linkages with the national government on local priority issues, leading to more transparent and effective policymaking and policy implementation processes, and better delivery of services to Vietnamese citizens, particularly marginalized or underrepresented groups.
Position Summary:
The Project Assistant supports all aspects of LCD technical activities under the supervision of the DCOP. The Project Assistant will support activities across LCD’s three objectives. They will also support MEL and Communications activities as needed.
Reporting: This position reports to the DCOP
Responsibilities:
- Support the COP, DCOP and Objective Leads in design, implementation, reporting, and oversight of Activity interventions.
- Support Regional Coordinators in their activities.
- Undertake research and data gathering as assigned.
- Design and/or implement special projects.
- Provide input into annual workplan development.
- Monitor workplan activity implementation and provide oversight on timeliness.
- Support development of activity deliverables like the QPR, etc.
- Ensure regular and consistent documentation and that reporting deliverables are met timely and in compliance with USAID rules and regulations.
- Conduct project site visits to collect quantitative and qualitative data; including site visits for secondary verification of data results;
- Supports the project’s Collaborating, Learning, and Adapting (CLA) approach;
- Contribute to reporting on all MEL activities, results, outcomes, and outputs to MEL Senior Manager and COP.
- Monitoring the implementation of all project field activities and reporting on their overall outcomes and results.
- Perform other tasks as assigned by the COP/DCOP.
Qualifications:
- Bachelor’s degree in management, business administration, law, statistics, political science, governance and development or other social science fields, preferred.
- Minimum of 3 years of professional experience on a donor-funded project or organization, with at least 1 year experience related to project technical activities.
- Strong communication, problem solving, and time management skills.
- Experience working with provincial or district/city government, local organizations and/or diverse communities.
- Experience with USAID or donor-funded projects desired.
- Knowledge of Microsoft Office Word and PowerPoint. Working knowledge of another Microsoft suite applications a plus.
- Ability to multitask on a regular basis.
- Ability to travel.
- Ability to provide light translation and interpretation.
- Communicates clearly and effectively.
- Working knowledge of English required.
- Ability to work independently and as part of a team.
