M&E Data Officer

East Meets West in Vietnam

East Meets West (EMW) is an international NGO headquartered in the United States and has offices in Southeast Asia. For over three decades, East Meets West’s programs have benefited underserved populations in Asia. Our mission is to improve the health and well-being of underserved communities in Asia through evidence-based programs and technologies in the areas of water, sanitation and hygiene (WASH) and education.

Currently, East Meets West Foundation is seeking a Vietnamese competent candidate to fill in the following vacancy:

1.    MONITORING & EVALUATION DATA OFFICER (BASED IN HA NOI)

Job summary:

  • The incumbent will be responsible for all Vietnam M&E Data – including all current programs, projects and any other new projects of EMW. In addition, the incumbent will work closely with the WASH team to design and implement an effective and efficient monitoring, evaluation, documentation and reporting systems in support of all WASH projects, particularly the Community Hygiene and Water – Women Led Output-based Aid (WOBA) projects.

Tasks and Responsibilities:

The incumbent is supposed to fulfil the following key duties and responsibilities which include but are not limited to:

  • Monitor Project Implementation
    • Follow up, receive and clean up raw data for database, verify baseline and completion data;
    • Provide monthly verification reports in comparison with database and previous reports, and produce project updates of program results and outputs;
    • Collect, verify and summarize organization indicators on a periodic basis;
    • Support managing and improving existing monitoring system, including monitoring and reporting structure, guideline and M&E framework. Cooperate with program teams to develop and adjust monitoring forms when required;
    • Administrator for the operation of EMW digital training platform;
    • Organize and conduct trainings on M&E for program staff and stakeholders.
  • Support Project Evaluation
    • Provide inputs, information and statistics for progress reports, evaluation or any reviews to Project Management Board, donors and EMW leaders.
    • Assist the WASH team to conduct data analysis, document lessons learned, and ensure they are stored in an easily accessible way in SharePoint.
    • Participate in field trips to project provinces to collect, verify and monitor data collection. Produce reports with quantitative analysis and recommendations for reflection and learning purposes.
  • Other Tasks:
    • Attend relevant meetings, workshops and trainings.
    • Perform other duties as required

Work Conditions:

  • Mainly work in Hanoi office with frequent travel to provinces as required.
  • The M&E Data Officer is supplied with the working facilities that are necessary
  • May work for extra hours at weekends for programs and special events. Extra hours will be reimbursed by time off, schedule adjustments, and in special circumstances under prior approval with overtime pay.

Qualifications

  • Bachelor’s degree in related fields: Information Technology, Data Management, Data Science, Statistics, Economics, Computing
  • Science, Data Engineering, Operations-related data analytics.
  • At least 02 years’ experience on data management, analyses and dissemination, ideally for NGOs or international organizations, experience with community development projects an asset.
  • Proficient with various software applications (e.g. MS Word, Excel, MS Access) and familiar with statistical packages (e.g. SPSS, STATA) preferred. Stay abreast with latest data management tools and programs;
  • Familiar with quantitative and qualitative data collection techniques and approaches;
  • Excellent analytic thinking skills and the ability to make sense of large amounts of data;
  • Prior experience in a remote setting and willingness to travel to various program sites as needed;
  • Excellent communication skills: capacity to read, write and speak English fluently
