Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.

Job Purpose

Climate Change impacts rice production through exacerbated and more frequent climate extremes. At the same time rice fields are a large emitter of greenhouse gases. Technologies that reduce the carbon footprint of rice exist but uptake of such technologies is slow. Working with various national and international partners in different projects, IRRI develops strategies to increase the level of adoption of climate-smart technologies in rice production. This task needs a concerted approach of an inter-disciplinary team of experts.

Under the minimal supervision of the IRRI Representative in Vietnam, the M&E/Communications Specialist monitors and evaluates the progress of IRRI?s climate change projects in Vietnam and provides inputs and technical expertise in the development of M&E frameworks for IRRI projects and facilitates the implementation. The incumbent communicates the climate change project achievements to external stakeholders via various kinds of media in coordination with the IRRI Communications team. The M&E/Communications Specialist coordinates with research partners to prepare progress and annual reports and provides training to project staff and research partners on the monitoring and evaluation of project activities. He/she is further responsible for the management and analysis of research data sets and research support where necessary.

This position will be based at the IRRI Vietnam Office in Hanoi, Vietnam and may only be filled by permanent citizens of Vietnam.

Roles and Responsibilities

  • Monitor and evaluate development of project and activities by identifying successes and constraints of implementation and preparing progress reports
  • Support internal evaluations of project?s progress at different stages of development and suggests improvements if needed
  • Communicate the project?s work to publishers, translators, donors, partner, and the media, where appropriate
  • Oversee the development and delivery of the research products (literature, proposal, contract, report, data, media, training and workshop materials, etc.)
  • Provide training to project staff and research partners on the monitoring and evaluation of project activities
  • Coordinate with the IRRI and CCAFS Communication teams regarding communication plans for climate change projects and IRRI activities in Vietnam
  • Coordinate with project? staff in the preparation of progress and annual reports
  • Assist the IRRI Representative in Vietnam in preparing different types of reports and documents as require
  • Assist in facilitating mid-term and end of term project review
  • Facilitate organization of and participate in different seminars, conferences and coordination meetings to gather information
  • Develop and publish articles in different forms of media (mostly in English) to inform investors and the public about climate change project events and achievements
  • Design, manage, and implement monitoring and evaluation systems, plans and tools for progress of IRRI projects and activities in Vietnam in coordination with IRRI?s M&E team
  • Manage database and provide analysis of information to support implementation of projects and communication purposes
  • Design and revise data collection and monitoring and evaluation processes, tools and methods
  • Perform any other relevant duties as assigned by supervisor from time to time


  • Bachelor?s degree in Communication studies, Social Sciences, Economics, Statistics or an agriculture-related field with minimum 5 years work experience in communication and/or monitoring and evaluation; or
  • Master?s degree in Communication studies, Social Sciences, Economics, Statistics or an agriculture-related field with minimum 2 years work experience in communication and/or Monitoring and Evaluation

Skills Required


  • Experience working with logical framework design, performance indicator selection, and results-based planning approaches
  • Excellent oral and written communication skills in English as well as interpersonal skills
  • Proficient user of computer software packages related to database management and data analysis
  • Strong coordination and organizational skills
  • Experience in writing reports and media articles in English
  • Strong problem-solving and analytical skills
  • Exposure to intercultural communication; has experience working with scientists and conducting household surveys


  • Experience working in the field of agricultural research and/or in international organizations
  • Experience in database management; and (optional) experience working with web-based applications;
  • Knowledgeable of quantitative analytical techniques
  • Excellent English and Vietnamese skills
