Job Title:

1. Medical officer

Term of contract: 1 year, renewable

Overall summary of the job:

Promote conversation with stakeholders to identify the areas that FIND can support Viet Nam; strengthen and expand collaboration with partners and Liaise with FIND global teams to identify funding opportunities; prepare applications for fundraising; and provide closely coordination to ensure quality and smooth implementation of FIND projects in Vietnam.

Responsibilities:

  • Liaise with FIND global teams to understand FIND work and FIND global technical capacities; Maintain a thorough understanding of the Viet Nam health landscape and present Viet Nam country needs for support and together with FIND global teams identify areas that FIND can support Viet Nam or countries in the region; And ensure that FIND global capabilities are being fully leveraged.
  • Extend network, maintain strong and effective relationships with existing partners, government officials and stakeholders; Develop and leverage collaboration with new partners.
  • Seek funding opportunities and prepare applications, including new program, proposal and concept note, budgeting, etc.. for fundraising.
  • Facilitate donor communication and manage monitoring and reporting of financial and programmatic progress.
  • Plan and provide closely coordination of FIND’s programs/projects to ensure quality and smooth implementation.
  • Organize and coordinate FIND workshops, meetings and seminars.
  • Support and undertake other FIND work as required by FIND Viet Nam Director.

Reporting line: The position will report to FIND Viet Nam Director

Knowledge and skill requirements:

  • MD degree.
  • At least 5-year experience of project development and implementation in any medical/health field.  Working experience with INGOs/NGOs, medical/health programmes is an advantage.
  • Clinical trial experience in an added advantage.
  • Good experience of working with MOH, government bodies, and other stakeholders.
  • Outstanding organizational and planning skills with strong sense of priorities and strategic thinking.
  • Good presentation skills, exceptional written and oral communications skills.
  • Effective interpersonal skills, strong team spirit, work well in teams of multi-cultural backgrounds.
  • Ability to pay close attention to details, dedicated to the job, ability to work independently and effectively, and handle multiple tasks simultaneously with minimal supervision.
  • Excel in Microsoft office.

2. Public health officer

Term of contract: 1 year, renewable

Overall summary of the job:

3. Project Coordinator

Term of contract:1 year, renewable

Overall summary of the job:

The main role of the Project Coordinator is taken part in the coordination of FIND projects in Vietnam to ensure quality and smooth implementation, protocol compliance and data integrity; participate in other work of FIND, that include but not limited to seeking funding opportunities, promotion of collaboration with partners and preparation of applications for fundraising.

Responsibilities:

  • Support the communication between FIND project managers and Viet Nam and other country partners.
  • Translate protocol, training packages and participate in provision of training.
  • Monitor project activities, ensure protocol compliance and data integrity.
  • Order and follow up procurements and importations of equipment and supplies for FIND projects.
  • Participate in the coordination and implementation of other FIND’s programmes, projects and work in Viet Nam.
  • Work with FIND Geneva programme team to identify funding opportunities for Viet Nam, develop collaborations with new partners, extend network, participate in stakeholder meetings and prepare applications for fundraising.
  • Organize and coordinate of trainings, meetings, workshops and seminars related to FIND projects.

Reporting line: The position will report to FIND Viet Nam Office Head, Director and Managers of FIND projects.

Knowledge and skill requirements:

  • At least 3 years’ experience in microbiology research and clinical trials, preferable in tuberculosis and/or diagnostics/medical/health field, with project development, coordination and implementation experience. 
  • Advanced scientific degree (MSc or higher).
  • Knowledge of relevant GCP, GLP or GCLP guidelines and practical application in the field.
  • Preference will be given to candidates with experience of: 
    • Writing reports, training modules, publications
    • Working experience with INGO/NGO medical/health programmes.
  • Ability to work without close supervision, as well as work under pressure.
  • Ability to coordinate with internal & external stake holders and on-site teams.
  • Outstanding organizational, planning and presentation skills with good sense of priorities.

4. Finance Manager

Term of contract: 1 year, renewable

Overall summary of the job:

The Finance Manager will hold a vital role in providing overall leadership and management of the financial operations of FIND Viet Nam. He/she will provide strategic financial guidance, ensure compliance with regulations and donor requirements, and demonstrate strong leadership and management skills to drive high-quality performance within the finance team. The Finance Manager will work collaboratively with stakeholders, offering consistent, proactive advice to support the achievement of organizational goals. He/she will be responsible for effectively managing FIND Viet Nam finances, leading financial planning, forecasting, and monitoring against strategic objectives. Additionally, the Finance Manager will ensure compliance with legal, regulatory of Viet Nam government as well as FIND Geneva. He/she will also oversee and manage procurement of FIND Viet Nam.

Responsibilities:

  • Prepare financial forecasts and cash flow projections to support resource planning and decision-making with project manager and Country director, and to ensure sufficient liquidity for operational needs and timely payments.
  • Monitor grant expenditures, ensuring compliance with donor regulations and reporting guidelines.
  • Provide financial oversight, conducting periodic financial reviews to ensure proper allocation of funds and adherence to financial plans and addressing any financial risks or issues.
  • Maintain and monitor the implementation of organization finance operation policies, and standard operation procedures (SOPs) in compliance with FIND Geneva’s finance policies and Vietnam’s regulations and laws and within regulatory requirements for INGO operation in Vietnam.
  • Oversee legal control of the procurements and contracts. Develop internal financial procedures and forms.
  • Prepare timely and accurate financial reports as requirement from FIND Geneva.
  • Implement and maintain internal controls to mitigate financial risks and fraud.
  • Act as a point of contact for inspection teams and government agencies such as tax authorities and collaborate with independent audit units and internal audit teams.
  • Provide leadership, guidance, and mentorship to the finance team, promoting a high-performance culture and professional development, foster effective communication and collaboration.
  • Conduct performance evaluations, identify training needs, and facilitate training programs to enhance the skills and capabilities of the finance team.
  • Manage country treasury function (cash, bank, receivables and payables) and ensure adequate resources available for both administrative and programmatic spending.
  • Manage financial month-end closing and year-end processes including ensuring timely submissions to HQ finance.
  • Ensure financial policies and procedures are in place and kept up to date in close coordination with HQ; effectively manage and support sound financial practices in country in coordination with HQ finance.

Education, experiences and skills requirement:

Education:

  • A degree in Accounting/Financial Management from University. Preferable: University Degree and qualified CMA/CIMA/CPA/ACCA/CFA.

Experiences:

  • Minimum 8 years in the field of accounting in medium/large organizations, inclusive of minimum 4 years of managerial experience.

Preferrable: Experience working in iNGOs.

 

  • Proven track record of leading and managing staff such as coaching and performing team management.
