Medical Physician

ESTHER (Ensemble pour une Solidarité Thérapeutique Hospitalière en Réseau) is a French public organization involved in capacity building in care and treatment for HIV/AIDS patients in 18 countries. ESTHER is working in Vietnam since 2002, through hospital twinning between Vietnamese and French hospitals. The interventions are dealing with various topics, including medical and psychosocial care for HIV/AIDS patients and Intravenous Drug Users (IDUs), co-infection HIV/tuberculosis, HIV/hepatitis, access to viral load.

In HCMC, ESTHER is implementing an Opiate Integrated Treatment in an outpatient clinic at Go Vap. This program will aim to improve the treatment access for IDUs with or without HIV. This implementation is leading by ESTHER in collaboration with French and US Universities and in partnership with the Provincial Aids Committee (PAC). 

We are currently seeking for one medical physician positions for our outpatient addiction project at Go Vap, HCMC. The medical physician will work under the responsibility of the Esther director and HCM project manager.

Job requirements 

  • Physician professional licensed in a specialty connected to addiction a must
  • Experience in HIV/AIDS; care for IDU’s, including substitution therapy (methadone maintenance program) and psychiatry.
  • Knowledge in Public Health and experience in health program management or research
  • Vietnamese national
  • Good English writing and general communication skills, speaking French an asset;
  • Experience with Microsoft Office Software (Word, Excel, Power Point…); statistical software
  • Dynamism, flexibility, good communication skills, capacity for team work

Position duties/ Job responsibilities

Chain of Command:

  • Report directly to HCMC coordinator, Esther Director and French physician in France (P.I : Mr Jean Pierre Daulouede)
  • Report administratively to the Go Vap Center director and HCMC coordinator
  • Work in collaboration with all  Go Vap and Esther Staff.
  • Work in collaboration with the AMS clinic’s staff members, including nurses, counselors and medical assistants
  • Respond professionally, accurately and promptly to the Esther Director and HCMC coordinator

Responsabilities

  • Support GIP-Esther and partners in implementing the project
  • Support Go Vap center medical team in diagnostic, treatment and follow up of substitution therapy dosage: follow procedure to ensure that the correct dose is administered and appropriate actions are taken if medication error is made.
  • Support staff and beneficiaries in addressing right knowledge on treatment and substitution
  • Support Go Vap medical staff in analysis of treatment interactions
  • Support Go Vap staff in meeting patients when necessary (medical follow up of patient)
  • Make visible a network and provide mechanism to address medical or psychiatric emergencies.
  • Ensure that there are enough staff trained who are proficient on cardiopulmonary resuscitation (CPR), management of opiate overdose, medical emergencies and other techniques as appropriate.
  • Measure and monitor treatment outcomes and process on a regular basis
  • Participate to the supervision and follow up of the project, particularly on the technical and research topics
  • Work closely (at least should be regular skype meeting) with Bizia center (France) and Bizia medical team in order to support Go Vap staff in Suboxone in Methadone therapy
  • Responsible for timely collection and analyse of data and indicators
  • Ensures that technical reports are finalized in due time: a monthly technical report documenting the progress of the research project must be sent to HCMC project coordinator within 5 day of the coming month.
  • Gathers and communicates information related to the evolution of HIV prevention and care, IDU care and support at provincial level
  • Ensures good relationships with HCMC health authorities, technical partners, NGOs and networks
  • Supports the partners in preparing and organizing missions and training workshops.
  • Participate and provide technical support in the preparation and implementation of new research projects

Work schedule and compensation

  • Full time position: 40 hours/ week
  • Competitive salary, based on experience and qualifications
  • Based in HCMC
