We are looking for a consultant for:

  • Vacancy: Mekong Integrated Early Childhood Development Technical Advisor
  • Based in: Cambodia, Lao PDR or Vietnam

Main Responsibilities:

As a leading Child Rights Agency and part of its strategic plan for achieving breakthroughs, Save the Children is seeking to increase its technical expertise across the Mekong region (Cambodia, Laos, Vietnam), and one of the priority areas for this is integrated early childhood development. This position will support all three countries to achieve their Country Strategic Plans, and will be part of the Program Development and Quality team/s. The position can be located in any of the three countries and is open to national and international applicants.

The Mekong Integrated Early Childhood Development Advisor will strengthen the design and quality implementation of programs where child protection, early learning and stimulation, social protection, and health and nutrition programs can leverage synergies and local and national frameworks to achieve greater impact for children under three. This includes enhancing integration in existing programming for children aged 0-3, designing new IECD programs, defining and pursuing a Mekong cross-country learning agenda, and advocating for integrated programming at scale through changes in policy and practice.

The Mekong Integrated Early Childhood Development TA will also strengthen technical capacities of country office staff and establish strategic partnerships with other organizations and relevant institutions. Lead establishment of SCI as a leader in this area in both development and humanitarian contexts, including through representation in key national, regional and international forums.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Competencies:

Qualifications

  • An internationally recognized Masters degree in a relevant area (development, public health, nutrition, social work, ECD/Nurturing Care, etc.

Experience

  • 10 years experience in development, with at least 5 years experience in child development programming and policy development – especially ECCD, health and nutrition, social protection and child protection
  • Experience working in development sector in one or more of the Mekong countries preferred
  • Previous experience as technical advisor
  • Experience in research, analysis and mapping approaches and opportunities for Integrated Programming:
  • Demonstrated success in project/proposal development and donor engagement

Skills

  • Excellent interpersonal communication and leadership skills
  • Passion for evidence-driven development programming and interest in ongoing international research
  • Demonstrated skills in designing and carrying out qualitative and quantitative research and using research to inform program design and advocacy.
  • Demonstrated experience in developing or overseeing data management solutions, and familiar with technologies in social research.
  • Demonstrated capacity for leveraging project results towards broader systemic impact.
  • Excellent analytical skills and appreciation for the complexities of social research, especially as pertains to deprivations of children’s rights in a country context such as the Mekong Countries.
  • Effective at collaborating and influencing across departments and sectors
  • Excellent skills in training, capacity building, coaching, and mentoring
  • Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in emergencies
  • Previous experience working in the field and understanding of country program operations. Experience working in SE Asia is a plus.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
  • Fluency in written and spoken English. Proficiency in Vietnamese, Lao, or Khmer would be an advantage
