We are looking for a consultant for:

  • Vacancy: Mekong Research and Evidence Technical Advisor
  • Based in: Cambodia, Lao PDR or Vietnam

Main Responsibilities:

As part of its strategic plan for achieving breakthroughs, Save the Children is seeking to increase its technical expertise across the Mekong region (Cambodia, Laos, Vietnam), and one of the priority areas for this is research and evidence building. This position will support all three countries to achieve their Country Strategic Plans, and will be part of the Program Development and Quality team/s. The position can be located in any of the three countries and is open to national and international applicants.

The Head of Research and Evidence provides leadership in research and evidence generation that furthers Country Strategic Plans through refining Country Office (CO) learning agendas, cross pollinating best research/evaluation practices between Mekong counties, advising on proposal development to maximise strategic evidence generation, providing technical oversight of consultants for high priority studies. The Head of Research and Evidence also facilitates knowledge translation and application through maintaining a Mekong evidence repository, co-facilitating first priority project design/implementation workshops with CO thematic specialists, championing demand for/application of evidence, and nurturing a culture of knowledge.

The role will strengthen capacities of country office staff and establish strategic partnerships with other organizations and relevant institutions. S/he will lead establishment of SC as a leader in child rights research and evidence, in both humanitarian and development contexts, including through representation in key national, regional and international forums.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Competencies:


  • Master degree in Economics, Social Sciences or relevant equivalent, with at least significant coursework in quantitative or qualitative social research methods


  • At least 10 years experience in the development sector, with at least five years experience in social-economic research, impact evaluation studies, leading/overseeing baselines/endlines, knowledge management, and knowledge translation
  • Experience in more than one of the Save the Children priority sectors: education, child protection, child rights governance, child poverty, health and nutrition
  • Experience in the Mekong region or similar context


  • Excellent interpersonal communication and leadership skills
  • Passion for evidence-driven development programming and interest in ongoing international research
  • Demonstrated skills in designing and carrying out qualitative and quantitative research and using research to inform program design and advocacy.
  • Demonstrated experience in developing or overseeing data management solutions, and familiar with technologies in social research.
  • Demonstrated capacity for leveraging project results towards broader systemic impact.
  • Excellent analytical skills and appreciation for the complexities of social research, especially as pertains to deprivations of children’s rights in a country context such as the Mekong Countries.
  • Effective at collaborating and influencing across departments and sectors
  • Excellent skills in training, capacity building, coaching, and mentoring
  • Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in emergencies
  • Previous experience working in the field and understanding of country program operations. Experience working in SE Asia is a plus.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
  • Fluency in written and spoken English. Proficiency in Vietnamese, Lao, or Khmer would be an advantage
