MI is an intergovernmental organization owned and operated by the six Greater Mekong Sub-region (GMS) countries it serves, with a mission to provide capacity development services and products that enhance regional development, cooperation and integration. To respond to changes and evolving needs in the GMS, MI currently prioritizes the regional integration of Cambodia, Laos, Myanmar and Vietnam workforces for more equitable and inclusive economic growth. Further, MI is expanding its traditional portfolio to position itself as a GMS-based knowledge-center of excellence with increased institutional capacity for policy research and other services related to economic integration and development disparities.

The key job responsibilities and qualifications are given as below: 

Position description

Reporting to the MEL Specialist the role of the MEL Officer is to oversee and support routine data collection and recording, working closely with MEL focal points; to analyse and report on designated projects; and, to support data collection, analysis and reporting for other MEL systems within MI.

Key deliverables

  • Consolidated, accurate and up to date data on designated project activities and results
  • Analysis and reporting on designated projects
  • Support for MEL Coordinator and Specialist with data collection, analysis and reporting on other projects and MEL systems as requested

Main responsibilities and tasks

  • Collect and or ensure others have collected M & E data on designated projects in coordination with MI program departments and project staff
  • Maintain data from quarterly indicator tracking sheets to allow project staff and local partners to monitor project achievements on a quarterly basis
  • Conduct regular field visits to project sites to identify gaps in timeliness and quality of data reporting and work with relevant staff to address the gaps
  • For designated projects consolidate and analyse data accurately and on time against the project intervention framework
  • Assist the MEL Coordinator or Specialist with implementation of MEL methods and tools for other projects and organisational wide as requested, and follow through with support for the consolidation, analysis and reporting of data
  • Facilitate capacity development activities for MI staff and partners to implement the MEL system as required
  • Contribute, as requested, to the quarterly, bi-annual and annual progress reports for which the MEL Unit is responsible
  • Any other reasonable task requested by management

Required qualifications, skills and experience

Essential

  • Master’s degree in Applied Statistics, Statistics, Economics, Anthropology, Sociology or any other fields related to Monitoring, Evaluation and Research
  • Thorough understanding of technical concepts related to project management, especially the logical framework
  • Minimum of three years experience in MEL position
  • Proven ability in data analysis and report writing
  • Skills in speaking, reading and writing English
  • Good negotiation and interpersonal skills
  • Proven ability to work in a team and coordinate with others
  • Proficient user of all Microsoft Office applications, office equipment and communications equipment

Desirable

  • Experience of contributing to the design and implementation of MEL systems
  • Skills in any of the GMS country languages
