Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Agency for International Development (USAID). EpiC Vietnam’s goal is to deliver efficient, affordable, results-based technical assistance and direct services while closing remaining gaps in Vietnam’s efforts to meet HIV epidemic control targets and address the global COVID-19 pandemic. EpiC is also addressing trafficking in persons and global health security.

SCOPE OF WORK

The qualified individual or agency will be responsible for (1) development of a directory of existing services in mental health and psychosocial support (MHPSS) in Ho Chi Minh City (HCMC) including those targeting the public and specific target groups (specifically healthcare workers) and (2) identifying benefits and challenges for use of each service.

The consultant will perform the following tasks:   

  • Work with HCMC Department of Health (HDOH), local experts, and EpiC to determine how services should be categorized and the planned output of the desk review.
  • Perform desk review, consolidate and verify data/information, and create a directory of services that articulates barriers to use (including costs, requirements, geographic or demographic requirements, etc.) as well as the primary levels of the WHO organizational pyramid covered by the support.
  • Develop report that provides a summary of the directory and identifies gaps in services to support the MHPSS needs of healthcare workers.

QUALIFICATIONS

  • Advanced degree in psychology, public health, health sciences, social work, or related fields.
  • Knowledge of healthcare system and working experience in the field of mental health and psychosocial support; experience working with the HDOH and the mental healthcare network in HCMC is an asset;
  • Understanding of the needs of healthcare workers, people living with HIV, gender and sexual minorities, or survivors of human trafficking an asset;
  • Experience in desk review and mapping resources within the healthcare system;
  • Experience in working with international organizations, public healthcare institutions;
  • High degree of self-motivation, ability to work independently with tight deadlines;
  • Excellent communication and interpersonal skills; ability to interact with external and internal audiences of various types and levels; Spoken and written fluency required in English and Vietnamese.

FHI 360 is requesting quotations from qualified individuals or firms.  Interested parties must submit the following documentation: 

  • CV or firm profile including CVs of core staff;
  • Quote for each deliverable in Vietnamese Dong;
  • Listing of relevant experience with references from entities with similar scopes of work;
  • Cover letter explaining relevant technical expertise;
  • Statement of availability to meet the stated timeline;
  • Business license (for firms).
