Microfinance/Small Credit Consultant

USAID’s Avian and Pandemic Influenza Initiative (APII) is a four-year project implemented by Abt Associates Inc. (2009-2013). The project has tested several models for improving food safety and reducing the risk of disease transmission within poultry supply networks within Vietnam, including renovation of small scale slaughter points and centralized slaughter houses as well as district and provincial markets.

An experienced Microfinance Specialist is needed to survey slaughterhouse owners (not limited to USAID supported slaughterhouses) and investors and market vendors on their credit needs and ability to fulfill the requirements of available financing options for upgrading their operations through applying the USAID/APII models, and based on this to prepare a report and educational presentation to be used by USAID/APII, potential investors and other stakeholders.

Activities Required

- Discuss with APII staff on the SOW and the poultry supply chain models. 

- Draft out the study outline/plan and schedules and three site visits.

- Conduct study on current business operations, particularly on cost/profit rate, and intentions of the future business plans and financial condition.  

- Conduct study on microfinance/loan programs, including: 

- Meet and discuss with relevant local microfinance/ loan and credit providers including public banks such as bank for the poor.

- Develop a half day training program that can be presented by a non-technical person to SP owners for education and consideration

1.Deliverables (partial list)

- Study outline/plan which includes clear objectives, study methods, quantitative and qualitative data collection methods, analysis plan and report outline.

- Training Program on relevant financing options (ppt) 

- Report on the cost analysis of the models.

- Draft and final reports in English which includes:  Report on relevant financing options, sources and related information (loan sizes and duration, eligibility criteria, collateral requirements, etc.), as well as guidance on how to access these financing sources.

2.Qualifications

- At least 8 years’ experience in micro-economics, micro-credit, microfinance, small and medium enterprise development, or a related field in Vietnam. 

- Experience in conducting studies/research onm microfinance/loan/saving and credits programs/schemes in Vietnam. Particular study experience in poultry value chain development is preferred. 

- A good understanding of Vietnamese credit and microfinance systems.

- Relevant experience with international NGO or donor projects preferred. 

- Strong interpersonal skills including the ability to develop effective working relationships with international, national, provincial and local partners, and possess good communication and participation skills.  

- Level C proficiency in English and able to make the final report in English.  Fully Scope of work can be obtained by email to [email protected].
