Migration and Health Specialist

The International Organization for Migration (IOM) is an intergovernmental organization working primarily on the issue of migration and mobility. As of October 2010, IOM has 127 member states, and is working in over 460 field locations throughout the world. As the only international organization working with the entire spectrum of migrant and mobile populations during all phases of mobility, the International Organization for Migration is well placed to address migration and health issues. Health issues affect all migrants and potentially cut across different policy areas related to migration. IOM’s approach to migration and health is broad, responding not only to the health needs of migrants but also to the public health needs of host and home communities, by strengthening health systems and migration policies and practices.

Globally, and in Viet Nam, IOM’s migration and health programme priorities include:
- Advocacy and policy development
- Capacity building and technical support
- Mainstreaming
- Research and information dissemination

IOM is currently seeking a local migration and health specialist for its office in Hanoi. He/she will serve under the overall supervision of the Chief of Mission IOM Viet Nam and report directly to the Head of the Programming, Project Development and Implementation (PPDI) Unit at IOM Hanoi. The incumbent will work in close cooperation with the Head of the IOM Viet Nam Health Unit based in HCMC ,and will be tasked to serve as the focal person in the Hanoi office for IOM’s non-clinical migration and health activities in Viet Nam.  The position is graded as a Programme Assistant, G6 (local contract, working title in Vietnam: “Migration and Health Specialist”) (full time position, 1 year contract with the possibility of extension.)

The successful candidate will provide support to IOM’s programme and staff on current migration and health issues and developments (including HIV), provide guidance to programme activities and co-implement relevant programme activities, and support project and government partners on the issue of mobility and health (including HIV), and actively contribute to the development of new projects in this field.

The position will be proportioned over three main functional areas. The duties and responsibilities will include the following:

Management:
- Coordinate and co-implement activities for ongoing and new migration and health projects
- Review and provide technical input into project reports related to health
- Support organisational decision making related to migration and health, as well as other aspects of the IOM programme in Vietnam
- Provide technical guidance and support to migration and health activities, including HIV.
- Assist in including migration and health activities in various reports to donors and government
- Review project activities and make recommendations

?Coordination and advice:
- Represent IOM by participating in PCGs and working groups on HIV and health and mobility
- Represent IOM in national and international meetings related to migration and health and actively participate in  in One UN workshops and conferences. related to migration and health
- Maintain contact with researchers and organisations working in the area of migration and health
- Meet relevant ministries and agencies on a regular basis to support identifying health priorities and capacity needs related to migration and mobility
- Update IOM staff on developments and programming related to migration and health, and improve IOM capacity   through technical advice on migration and health issues where appropriate.
- Communicate and interact with IOM regional and headquarters staff on migration and health-related issues and the health assessment team in IOM’s Sub-office in Ho Chi Minh City.

Project Development:
- Reading and editing proposals and providing comments and suggestions on proposed designs
- Providing substantive input into project development
- Discuss partnership and collaboration with other organisations
- Discuss funding possibilities with potential donors
- Coordinate IOM’s proposals to international and local call for proposals and funding opportunities.
- Support programming for the One UN Plan 2012-2016

Qualifications:
- University education in public health, social sciences, management, communications, or other related field
- At minimum five year-experience with development, government programmes, and NGOs, with at least 2 years involvement specifically with mobility-related health issues
- Experience making management and partnership decisions.
- Experience with broad-level policy and mobile and migrant populations
- Experience in analysing data and generating policy and programme conclusions and recommendations
- Experience in multi-cultural environments
- Strong interpersonal and communications skills
- Experience operating independently in decision making and management, as well as proven experience with involvement in teams
- Experience in writing reports and contributing to designing and drafting proposals
- Excellent written and spoken English and Vietnamese
