Context

VVOB, The Flemish Association for Development Cooperation and Technical Assistance, aims to contribute to poverty reduction and to a fairer world with increased opportunities for all. Our main objective is to sustainably improve the quality, efficiency and effectiveness of education and training in developing countries. In 2017 VVOB Vietnam starts implementing a new 5-year programme in cooperation with Department of Education and Training of Quang Nam, Quang Ngai and Kon Tum provinces. The programme focuses on improving the quality of teaching and learning for all children in preschool in Quang Nam, Quang Ngai and Kon Tum province. The programme will support the targeted provinces with planning, implementing, monitoring and evaluating needs-based / school-based in-service teacher professional development. More specifically, it aims at improving the knowledge, skills and instruments of preschool teachers to mitigate children’s barriers to learning and participation (e.g. barriers related to gender, environment, culture, language etc.)

Position

VVOB Vietnam is currently looking for qualified candidates for the following positions: 01 Monitoring and Evaluation advisor and 01 temporary Deputy Programme Manager.

1. Monitoring and Evaluation advisor

Key responsibilities:

  • Tailoring and applying individual, organizational and institutional M&E tools;
  • Supporting the development of contextualized sustainable M&E strategies, tailored to the specific organizational characteristics of the partner;
  • Introducing and applying a variety of M&E approaches;
  • Assessing overall and specific programme objectives, intermediate results and sub-results (LOG frame approach);
  • Organizing baseline and power mapping studies, training needs assessment, training, evaluation, ...;
  • Collecting and analyzing data (both quantitative and qualitative);
  • Compiling reports (semi-annual progress reports and annual reports);
  • Facilitating internal and external communication, amongst others by writing success stories about educational change, communicating findings for different audiences;
  • Supporting capacity development for partner institutions on M&E (organization of workshops, trainings and follow-up);
  • Facilitation of yearly planning workshops;
  • Facilitating Build-Measure-Learn (BML) loops and M&E with VVOB staff and partners
  • Taking up the focal point role of one cross cutting theme: gender/equity/environment
  • Providing inputs in the development of grant proposals for potential donors

Required Skills and Experience

Essential:

  • Master in education sciences or development studies or equivalent by experience
  • At least five years of relevant experience in a similar position
  • Demonstrated knowledge of and experience with research and M&E: data collection and analysis (both quantitative and qualitative)
  • Good ICT skills, familiar with data analyzing system e.g. SPSS
  • Excellent report writing skills (reports, papers, ...)
  • Experience with programme management, preferably Project Cycle Management
  • Excellent written and spoken English

Desirable:

  • Experience with gender/equity/ environment as cross cutting issues in education
  • Experience with working in NGO’s education projects

2. Temporary Deputy Programme Manager

Key responsibilities:

  • Being in-charge of office management, including financial management, human resource management, administration, logistics and IT;
  • Being in-charge of the development and updating of local Vietnamese policies on finances, human resources, procurement, administration and logistics and IT in line with VVOB guidelines;
  • Monitoring, encouraging and supporting compliance with 1) local Vietnamese policies on finances, human resources, procurement, administration and logistics and IT and 2) systems for planning, organizing, monitoring and sharing;
  • Assisting the programme manager in the development of strategies and systems for planning, organizing, monitoring, reporting and sharing;
  • Assisting the programme manager in the preparation of internal and external meetings and the implementation of planning, monitoring and evaluation including activity planning, budgeting, budget monitoring and compiling reports;
  • Assisting the programme manager in policy development for the programme;
  • Representing the programme towards partners and relevant stakeholders;
  • Actively engaging in networking with partners, stakeholders and potential donors in function of programme results and organizational goals;
  • Contributing to internal, external communication and grant proposal development for potential donors.

Required Skills and Experience

Essential:

  • Master / University Degree in human sciences, management, education or related field;
  • At least 4 years work experience in programme management (strategy development, planning and coordination, human resources, finances, administration, networking, decision making)
  • Experience with international development cooperation;
  • Experience with capacity development processes and strategies, change processes and change management at institutional level;
  • Experience with working with national government agencies such as: PACCOM, Ministry of Education, and other relevant stake holders;
  • Understanding of the national education system and recent evolutions related to Early Childhood Education;
  • Excellent written and spoken English.

Desirable:

  • Experience with gender/equity/ environment as cross cutting issues in education;
  • Experience with working in NGO’s education projects;

  • Monitoring and Evaluation Advisor : 01/01/2018 - 31/12/2021
  • Temporary Deputy Programme Manager : 01/01/2018 - 30/09/2018

Working location: Danang with regular travel to Quang Nam, Quang Ngai, Kon Tum.
