Position Profile

The Monitoring and Evaluation (M&E) team works to provide leadership, oversight, and coordination for the M&E activities of AIP Foundation programs and projects with a clear methodology that supports the efficient implementation and achievement of goals.

The Monitoring and Evaluation Coordinator will be based in Ho Chi Minh City, Vietnam. The Coordinator will report directly to the Regional M&E Manager in Ho Chi Minh City. In addition, the Coordinator will work closely with program staff in Vietnam, Cambodia, Thailand, and China.

A key focus of this position will be supporting data collection and management. The Coordinator will also provide support for helmet observations to measure the effectiveness of the child helmet action plan in Vietnam, as well as the logistical and administrative needs of the M&E team.

The position requires experience with database management, as well as an understanding of research and evaluation concepts and theory. Candidates with experience conducting trainings will be preferred.

Responsibilities

The responsibilities listed below are inclusive, but not exhaustive, of the role. It is reasonable to assume that additional tasks will be requested, as and when needed.

Data collection

  • Guide the routine monitoring data collection process across countries
  • Coordinate and implement the helmet observation activities in 15 provinces in Vietnam under the National Child Helmet Action Plan
  • Support the process of standardizing data collection tools and templates
  • Support the Programs team to cultivate a network of volunteers for data collection in Vietnam

Data management

  • Design and revise monitoring database (ActivityInfo) according to project-specific monitoring plans
  • Regularly check data entered into ActivityInfo for quality and advise project teams on how to use data for program improvement
  • Support program and development staff to access monitoring data
  • Liaise with ActivityInfo staff contacts
  • Provide technical support to resolve ActivityInfo bug reports
  • Update operational procedures for ActivityInfo databases, as needed

Knowledge management

  • Circulate summaries of new, relevant research
  • Maintain datasets from external road safety and population surveillance
  • Add new, relevant research and notes to reference management software (Zotero)
  • Check quality and completeness of new entries in Zotero

M&E capacity building

  • Conduct data collection training for staff and volunteers, as needed
  • Run trainings on methodology, ActivityInfo, and Zotero during new staff orientation and to refresh the knowledge of current staff

Other

  • Support implementation of the AIP Foundation research strategy
  • Design surveys and other data collection tools to gather data internally
  • Translate documents and write summaries in Vietnamese for M&E team per request
  • Coordinate regular meetings with M&E contacts in country offices
  • Participate in internal M&E meetings, and write and distribute meeting minutes
  • Support Regional M&E Managers to maintain M&E folder on server
  • Manage M&E workspace in Podio
  • Other tasks, as requested by the Regional M&E Manager

Qualifications:

  • University degree in biostatistics, economics, public health, evaluation, information technology, or a related field, Master’s degree a plus
  • Two years relevant work experience, particularly in database management
  • Understanding of research and evaluation methods, practical experience preferred
  • Experience developing and implementing training preferred
  • Excellent written and verbal English and Vietnamese
  • Advanced computer skills (MS Office applications, including Excel, PowerPoint, as well as statistical software, such as Epi Data, SPSS, and/or Stata)
  • Ability to prioritize while managing expectations
