PSI currently seeks a motivated & experienced Monitoring and Evaluation Coordinator (M&E Coordinator) to work full-time with our dynamic, results-oriented team in Hanoi:

Job Title: Monitoring and Evaluation Coordinator (M&E Coordinator)
Report to: Research Manager/ MIS Officer

Job summary:

  • The Monitoring and Evaluation Coordinator (M&E Coordinator) is responsible for leading world-class monitoring, evaluating and reporting of PSI social marketing program activities and outcomes. The M&E Coordinator will ensure that program deliverables are monitored regularly, reported accurately, and evaluated carefully. Routine monitoring data will be collected, analyzed and discussed with program departments and other stakeholders outside the organization to ensure that data is used to improve health outcomes and other program results. The M&E Coordinator will also contribute to program evaluation activities including oversight of market and behavioral studies to measure performance against higher-level evaluation indicators.
  • Under the Research Manager’s leadership, the M&E Coordinator will work closely with program teams including Product Social Marketing, Health Services and Marketing to ensure routine MIS data, evaluation findings and on-site monitoring efforts are used to inform evidence-based programming. The Monitoring Coordinator will also play a key role in building internal M&E capacity through formal training and daily advisory support to key program teams. The M&E Coordinator will develop M&E tools and systems in line with gobal best practices and PSI Vietnam program needs.

Major duties:

  • Assist the Research Manager to improve the functioning of PSI/Vietnam’s monitoring systems to ensure that they accurately, completely capture all program outputs and impacts, and meet management needs.
  • Conduct field monitoring of project activities consistent with logframe deliverables and social marketing/franchising/BCC program or special initiative briefs. Lead data flow mapping activities and identify opportunities for efficiencies leveraging electronic reporting systems and mobile data collection; support roll-out of mobile data collection activities
  • Ensure all M&E pre-requisites (indicator lists, definitions, finalized data tools, data flow maps, mock dashboards) for implementation of DHIS2 (electronic information system) are complete; liaise with program staff, MIS team and consultants to support DHIS2 system design to meet platform’s data use needs

Evaluation activities

  • Design evaluation study tools, in consultation with Research Manager and PSI’s global/regional research experts, including revising global tools for use in local
  • context, translating documents and preparing manuals for training and field data collection.
  • Lead and conduct supervision for evaluation fieldwork activities including pre-testing tools, data collection team training and fieldwork activities
  • Analyze and document evaluation findings in line with data analysis plans.

Data Use and Presentation

  • Design and update program dashboards by health area.
  • Assist the Research Manager to plan and conduct platform-wide training plan for DHIS2, ensuring users are trained appropriately in the functions they need to perform and use data to inform decisions
  • Liaise with PSI regional and global teams as well as national partners to ensure locally collected data is collected, analyzed and used appropriately

Selection criteria:

  • University degree in social sciences, research, health or other relevant field, Minimum 3-year experience in program monitoring
  • Technical experience in data base manipulation, graphic data presentation, data collection and management etc.
  • Experience designing evaluation studies and tools. Familiarity with data entry and analysis software such as EPIINFO, SPSS or STATA an added advantage.
  • Advanced user of MS Word, Excel, PowerPoint, Access & other. Strong written and verbal English skills.
  • Willingness to travel up to 40% LOE.
